1. It took decades for Louisville &Indianapolis to transition to regional government

They did it in steps.

This is the best thing I have seen in the Plain Dealer in a long time.

2. I think the PD made a courageous decision to go forward with this one.

They set out an agenda, as they perceive it, and went with it.
