SB 113 Ohio's Diabetes Cost Reduction Act (sponsored by Senator Jeff Armbruster), is the most recent on a series of similar bills that have been introduced in the Ohio General Assembly every session since 1994.
If passed, this legislation would require state-regulated health insurance policies (private insurance that is not self-funded) to cover medically necessary diabetes education, medications, and supplies. Similar legislation has already been passed in 46 other states, and such coverage is already provided by both Medicare and Medicaid.
We know that if people who have diabetes have the knowledge, skills, and tools to control diabetes, they can prevent expensive and disabling complications like amputations, blindness, heart attack, kidney failure, and stroke. With more than 700,000 people with diabetes in the state of Ohio, we need to ensure that people with diabetes have what they need to stay healthy and productive.
Since its introduction, SB 113 has received several hearings in the Senate Insurance Committee. Our Senators heard testimony from both proponents and opponents. They have decided they need to do their own fact-finding about the effects of this bill, and are not holding hearings right now. But we know that even while they are not holding formal hearings, the lobbyists from the insurance companies opposing this bill are still visiting them.
Here is our action step:
To counterbalance this pressure proponents of the legislation need to write a letter of support to the members of the Senate Insurance Committee and the Senate President Bill Harris. You will find their addresses in the attached document. Your letter can go by email or by U.S. mail. Or if you prefer you can make phone calls.
Suggested talking points include:
* More than 700,000 adults and 45,000 children have diabetes in Ohio
* More than 18,000 people die each year from diabetes and diabetic complications that could have been avoided
* Diabetes is manageable when tools, equipment, and education are readily available
* 46 other states have enacted similar legislation, recognizing the overall savings that result both in terms of dollars & cents and personal productivity
* Describe your own personal experiences, if any, caring for diabetics who do not adequately manage their disease due to lack of sufficient insurance coverage to enable them to do so DO THIS TODAY! Thank you.
