Ted Kulongoski and legislators want to give members of the Oregon National Guard who served in the Middle East are small gestures -- free hunting and fishing licenses, state-park passes and the like.
But as with any gift, it's the thought that counts. The young, battle-weary citizen soldiers who have begun to stream home to Oregon need to be reminded, in ways big and small, that this state honors their service.
We're glad to see the governor and legislators preparing to grant these soldiers tuition waivers to use at any of seven public universities in Oregon. They also are preparing to stuff goody bags with such things as recreation passes and free vehicle registration. There's even a proposal to establish an Oregon National Guard license plate.
