the State Department of Fish and Wildlife shall create a pilot program
allowing persons to use dogs in the hunting or in the nonlethal
pursuit of cougars. The department shall designate game
management areas of the following counties as areas in which the
use of dogs in the hunting or in the nonlethal pursuit of cougars
is allowed...

These folks never quit- what a bunch of sick individuals.

We voted to ban baiting of cougars TWICE in the 1990's- precisely because this type of "sport" hunting serves no useful management purpose.

There's not even any "sport" in it- they just let radio collared dogs loose- tree the poor animal and walk over and shoot it.

Frankly, anyone who does this for purely for pleasure needs to spend some time in a correctional facility rethinking their priorities in life.
