What part of "this statutory change only takes effect if M46 passes" was unclear?
I could see voting for M46 and against M47 (especially since I did so myself), but the other way around? I just don't understand. From

Although it's hard to say what the exact voting overlaps are, I'd estimate at least 150,000 people were unclear on the concept.
