Should Phil English be exposed as a pedophile he is?

I have lived here in western Pa since 1985.There have been rumors about Phil
English liking under 18 year old boys.It was somewhat widely known.However not until recently
did I know there are reports of an arrest when he was Erie Country Comptroller.He solicited an under age African-American male.A source reported that the english arrest was reported to then Mayor Louis Tullio (who ruled erie with an iron fist for two decades).The officers involved released English.There were supposedly four officers involved(one may be a recently retired Strickland or at least Strickland has detailed knowledge of the arrest).Tullio basically told english after his term to get the hell out of town.
There is another rumor of English has been caught with underage males in Harrisburg also.I have no reports though of an arrest there.

1. Only if there is irrefutable proof....

From what I've read about the Tullio incident, Tullio hushed it up and there was never really a report written. So unless the officers involved (or the African-American male or anyone else) is willing to talk or there are actual documents, I'd hate to bring it up and have nothing to prove it. I hate Fat Phil, as I call him, and I want him out but we should perhaps proceed with caution.

starting rumors isn't going to work and it could backfire.
