English voted for the Central American Free Trade Agreement (CAFTA) which would implement a free trade agreement between the United States and Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua and a separate pact with the Dominican Republic. CAFTA fails to include adequate protection for workers, was a factor in the loss over 1 million jobs and fails on environment and public health concerns.
English voted to modify the Trade Adjustment Assistance (TAA) program for workers, firms and farmers to five years. The amendment cut the benefits outlined for the extension of the Program only increasing the federal share of monthly TAA participant premiums for the Health Coverage Tax Credit by 5%.
English has opposed providing assistance to workers who have seen their jobs and economic security sent overseas and even voted to give tax breaks to companies that outsource jobs.
