In order to vote in the November election, a person must register by Oct. 6th. If you need to change your address, that also should be done before October 6th to avoid problems. It generally is not a good idea to try to change your address in the 30 day period before the vote.
The registration form must include an original signature by the voter. The same form is used for a new registration or for a change of address.
First time voters and voters voting at a polling place for the first time must show some form of ID. However, PA. is not very strict in the type of ID.
PA. generally allows college students to register where they go to college, or at home. If a student's family lives in a solidly Democratic state (like NY or MD) and they go to college in a swing state (like PA or VA), they should register in the swing state,to have the most influence.
The www.votespa.com also allows a person to check to see whether they are already registered.
PA. allows convicted felons to vote, as long as they are not in prison on election day.
If you will not be able to be at the polling place on election day, you can request an absentee ballot. However, an absentee ballot must be requested by October 28 and must be provided to your local County office of elections by October 31st.
