Rendell once again lays off workers to save money - He has done this several times
as Governor, and previously as Philly Mayor. It seems to be his first choice - workers must go.

1. PA. has had many fewer layoffs than most other states
PA. has been able to minimize the number of state employees who have been laid off - it is much lower than many other states. Also, at Rendell's insistence, the state has increased funding to most school districts, which (with a few localized exceptions) has avoided mass layoffs of school teachers. I also haven't heard much about large numbers of layoffs of police and firefighters in PA, which have occurred in other states because of state cutbacks.

2. The Commonwealth is not permitted to run a deficit
He either has to cut spending or increase taxes. And if you haven't noticed, Democrats have a razor-thin majority in the House and Republican have a big majority in the Senate.
