- $550 million (9.5%) cut to basic education
- $1.6 million (1.9%) cut to Pre-K Counts early childhood education program
- $37 million (1.9%) cut to Head Start program
- Science: It's Elementary program is eliminated completely
- Science in Motion program is eliminated completely
- $1.04 million (2%) cut to public library funding
- 10% cut to community colleges
- 52% cut to Penn State
- 52% cut to University of Pittsburgh
- 52% cut to Temple
- 50% cut to Lincoln
- 53% cut in funding to the state's 14 universities
- $7 million (1.9%) cut in PHEAA grants (college students get doubly screwed)
- 9% cut in Autism Intervention and Services
- 2% cut in County Child Welfare (supports abused at-risk and neglected children)
- 10% cut in DPW Cash Assistance (financial assistance for low-income residents)
- 15 programs are eliminated in the Dept of Health including funding for diabetes programs and epilepsy services
- $24 million (29%) cut to Dept of Conservation and Natural Resources
- 5% cut to Dept of Environmental Protection
- 40% cut in funding of state parks ("partially" offset by funds from oil and gas leases)
- Funding for CHIPS level
- Complete elimination of funding for Adult Basic insurance program
