The city council was about to declare bankruptcy, which the state doesn't want to happen because it could make it harder for other municipalities in the state to borrow money.

An upgrade of the incinerator cost tens of millions and then had to be redone. The cost of landfill space didn't increase as much as was expected, so the incinerator apparently had a tough time competing to receive trash.
