The meeting will be held at 7:00 PM on Friday, March 18, 2005.
This meeting will be held at the Holiday Inn East, 4751 Lindle Road, Harrisburg, PA. For room reservations, call 717-939-7841. A block of rooms has been reserved by the PA Democratic Party for $79 per night. Deadline is Feb 25, 2005.
AMENDMENT TO THE STATE PARTY BYLAWS The Pennsylvania Young Democrats have submitted an amendment to the Pennsylvania Democratic State Committee that would amend the bylaws to provide a permanent voting member to the Pennsylvania Young Democrats. The proposed amendment reads as follows:
Amendment to Rule Three, Section 2, Paragraph (d) of the State Party Bylaws:
The Pennsylvania Young Democrats appoints a full voting member. Said appointee shall be elected by members of the Pennsylvania Young Democrats in a manner consistent with its organization's By-laws. Said appointee may only grant a proxy to a member of the Pennsylvania Young Democrats executive committee.
This amendment was submitted and is sponsored by Cliff Wilson of Delaware County, at the request of Tony Campisi, President, Pennsylvania Young Democrats, Delaware County.
I urge each of you to speak with your county chairs and state committee members from your county and encourage them to vote yes on this amendment. Here are some talking points to share with the state committee members in your county:
1. PAYD is well organized at the state level and has overcome previous leadership difficulties. 2. PAYD has encourage and actively organized the formation of chapters in many counties, insisting that said chapters work fully in conjunction, and with the express support of, the county chair and county Democratic Party. We now have organized, officially chartered chapters in at least 22 counties in the state with chapters under development in at least 8 additional counties. 3. Young Democrats voted overwhelming for John Kerry in 2004 - by 10 points nationwide, and by 32 points in PA - the largest margin nationwide for this voter group.
If we want to have a stronger voice in the part in our state, getting this amendment is a good place to start. Please encourage the state committee members from your county to vote yes on this amendment. STATE CONVENTION
The Pennsylvania Young Democrats Biennial State Convention to elect new state officers will be held on Friday and Saturday, June 10th and 11th at the Wyndham Hotel Harrisburg - location and exact time subject to change. This is also the state committee weekend and our meetings and convention will be planned to fit in with state committee meetings.
Positions to Be Elected: President Vice President National Committeeman National Committeewoman Corresponding Secretary Recording Secretary Treasurer Regional Directors
According to the bylaws of the Pennsylvania Young Democrats, the following rules will apply to this convention:
Official club charters shall be granted by the Executive Committee, executed by the President and Recording Secretary of said organization, and renewed biennially at the State Convention by the same said written application. Such applications shall be submitted to the President prior to forty-five (45) days before the Biennial State Convention, and answer on acceptance or rejection of said application shall be received at least thirty (30) days prior to the Biennial State Convention.
All affiliated Clubs are required to hold an election of officers each year or every other year, depending on their individual By-Laws, and the Secretary of said Club shall submit to the Executive Committee of the Pennsylvania Young Democrats an up-to-date listing of all county officers of the County Young Democrats on or before March 14th of each year, or at such date set by the chair. NOTE: As chair of the convention I am setting this date at April 11, 2005. ALL CHAPTERS, REGARDLESS OF WHEN YOUR CHARTER WAS APPROVED, MUST SEND IN A NEW, UPDATED LIST OF OFFICERS PRIOR TO APRIL 11, 2005. Each club may send Young Democrats to the Convention/Conference as delegates. In an event that a County does not have a duly affiliated Club, the delegates must be approved by the Young Democrats Executive Committee acting in lieu of a local affiliated Club and said delegates must have paid the membership fees required. The annual membership fee of one dollar ($1.00) per member accompanied by a completed charter application with chartering fee must be submitted at least forty-five (45) days prior to the date of the Convention/Conference.
More details will be sent regarding the convention, including the number of delegates each county is entitled to, in the near future.
