I am thinking that the HB0012 legislation by Rep.Kelsey is being filed in mind of an upcoming Tennessee Secretary of State that will be chosen by conservative Republicans who are towing the Tennnessee Right To Life agenda to put a constitutional amendment against abortion on future ballots before the Tennessee voters: *HB0012 by *Kelsey. (R - 83, Germantown & East Memphis)

Secretary of State Interviews - Part 2
In Part 1 of my review of the Secretary of State interviews, I focused on questions answered by William Baird, James Rollins and David Shirley. In Part 2, I take a look at candidates Tre Hargett and Randy Stamps, and how they might approach issues affecting the state's Library and Archives...
From Tre Hargett's interview:
Q: Rep. Jason Mumpower (R-Bristol) asks Hargett, "...When you look at our current Secretary of State, Secretary of States that have come before, how would you do things similarly or differently or how would you address those issues?
A: "...Another issue is I believe the Secretary of State is going to be over 442 employees and a budget nearing $65 million... We need to go in and look at every division to determine places where you might have duplication of efforts. We need to determine that also, what are the real performance measures of the Secretary of State's office, are they reflective of Tennessee values..."
Editor's Comment: At this point in the interviews Tre Hargett seemed to be the most organized and well prepared candidate to appear before the committee, although the same questions asked of each candidate over and over again did not press any of these men to answer tough questions about the Secretary of State Department's budget or the state of public records in Tennessee. During the interview I thought Mr. Hargett seemed almost too eager to make cuts to the budget. And what exactly are the performance measures that are "reflective of Tennessee values?" While budget cuts are a painful reality in today's economy, I hope the next Secretary of State at least uses some anesthetic and a scalpel directed toward some targeted cuts to the department's budget instead of a club to the head, a hatchet, and a dose of political rhetoric.

From Jerry Scott's interview:
Q: Rep. Matthew Hill (R-Jonesborough) asks Scott, "Why do you want to be Secretary of State? You are so over-qualified. Seriously, I mean this, I'm not trying to be disrespectful, I was reading through this the other day, just going through all of it, and I was just like, WOW, this is, I mean we've had lots of lawyers up here today, but you sat on the bench several, and again when you look at the totality of it all and I think it's just great that you're here and that you've applied for the position."
A: "Well, I was just riding along in the car, and the thought just came to me... Riley Darnell and I, I've known him since 1959 when I first started Austin Peay, he was a sophmore and I was a freshman. We graduated together... we've been in law school, we've had very vigorous discussions about many political issues... Anyway, I love state service, I enjoyed all my time as a circuit judge..." Perhaps Rep. Matthew Hill now realizes that Jerry Scott is a more qualified candidate than the one candidate that Hill and other similiarly inclined Republicans (such as Mumpower) have already predetermined to be the next Secretary of State --- I am speculating that the next Tennessee Secretary of State will be selected primarily upon affiliation with the Tennessee Right To Life PAC organization (see posted Hargett resume), and thus the lesser qualified and former Republican House member Tre Hargett will selected as the next TNSOS.
