HB0363, as introduced by
Rep. Jason Mumpower and Senator Dewey Crowe within the Tennessee General Assembly, doesn't seem like a particularly good idea, particularly if you have ever heard of
Little League Parent Syndrome --- these two legislators are in favor of letting angry parents going armed to youth sport events on public lands:

Parents Can Kill Little League Fun

Sports psychologists call it Little League Parent Syndrome, when parents at games become so overwrought that they become verbally or physically abusive with their children, coaches or other parents. Estimates are that 15 percent of parents can be expected to lose control, says UAB physical education expert Terry Conkle, Ed.D. Causes include parental pride and unrealistic expectations for children to master sports quickly and at earlier ages. Conkle's game-day advice for parents: "Talk to the parents of the opposing team, they're not the enemy. Think in terms of your child learning new skills rather than winning or losing. Don't yell instructions. Children have enough trouble concentrating. Avoid conducting a post-game autopsy. Kids know their mistakes without having them re-analyzed."
