And now, welcome to Texas as well. Don't worry schools opened as usual, the kiddies didn't get a longer summer. Perry has the discretion to "Enron" them some money. Off this year's books, so to speak.
Here's the press release of Perry claiming to save the day (link tip via Pink Dome)

Perry said he shared the disappointment of millions of taxpayers, teachers and parents of the legislature’s failure to act on property tax relief legislation and education reform.
"I have not ruled out another special session on school finance down the road should the legislature find the collective will to finish its work," Perry said. "But for now, it is abundantly clear that no such will exists, and I see no value in calling lawmakers back to Austin at this time."
Try real hard not to laugh at that joke of a release, I dare you.
I see no value in Rick Perry, or Tom Craddick or any of those other miserable repuke legislators who couldn't "lead a silent prayer". Chris Bell said that about Perry and I'm going to use it too. Notice how these dimwits put property tax relief at the front of this message and education reform at the end. It was never about improving schools only about tax cuts for Highland Park. Those repukes know who "bought them at the dance". (Another take on "who brung them to the dance")
Here are a few of good websites that track the education issue for Texas
