Snohomish County officials said Wednesday they believed floodwaters were beginning to recede, and their focus turned from rescue and reaction to recovery.

But as officials assess damage and people return to their flooded homes and businesses, emergency managers are thinking forward to next week, which forecasters say will bring more rain.

John Pennington, director of the Snohomish County Department of Emergency Management, said he doesn't know what next week's rains will bring, but if he had to guess, he'd guess more floods. "It looks great right now, but it's not going to stay that way," he said Wednesday. "We have one eye turned to 10 days out. Until it is gone, it's still a threat."...

FEMA, the Federal Emergency Management Agency, has been closely monitoring the state's flooding, said Mike Howard, public-information officer for the agency's Region X, which has headquarters in Bothell. However, he said FEMA involvement depends on the state requesting federal assistance, and that has not happened...
