PANELISTS:
Joseph M. (Joe) Kortum (Moderator), President and Chief Executive Officer, Southwest Washington Health System/Southwest Washington Medical Center. Mr. Kortum assumed his present position in May 2003. Previously, Mr. Kortum served 11years at Northern Arizona, including eight years as President and Chief Executive Officer of Northern Arizona Healthcare. Mr. Kortum also served as President and Chief Executive Officer of the Flagstaff Medical Center for three years, and Chief Operating Officer of Mercy Medical Center in Redding, California for six years. Mr. Kortum holds a master’s degree in Hospital and Healthcare Administration from St. Louis University, and a bachelor’s degree in Psychology from St. Louis University. Mr. Kortum is a fellow of the American College of Healthcare Executives, and a member of the governing boards of Identity Clark County, Volunteer Hospitals of America West Coast, Washington State Hospital Association, Chair of Southwest Washington Hospital Council and the Advisory Board for WSU-Vancouver. He is also a past Chairman of the Arizona Hospital Association, and a past President United Way of Northern Arizona. Joe and his wife, Robin, live in Vancouver. They have two grown children.
Ross Baker is the legislative and regulatory affairs manager for Regence BlueShield. He is responsible for developing and implementing public policy throughout Washington State, including work with the state’s Congressional delegation, legislators, the governor’s office and the Office of the Insurance Commissioner. Based in Seattle, Baker brings more than two decades of public policy and government relations experience to his current position. Regence BlueShield is a leading health plan in Washington with more than one million members, offering health, life and dental insurance.
David M. Baughan, M.D., is a family physician with Group Health Cooperative since March 2008. He also is a member of Physicians for a National Health Program, which supports a single-payer option. Dr. Baughan received his undergraduate degree from Harvard College, his medical degree from West Virginia University School of Medicine, and his residency training from Group Health Cooperative of Puget Sound in Seattle, Washington. He has 29 years’ experience in academic medicine and private practice with every kind of reimbursement scheme imaginable. He also has three years’ experience in New Zealand and Australia in national health plans. He has written a book on health care reform (as yet unpublished) , two novels, several plays and more than 20 publications in medical journals.
George J. Brown, M.D., is the Chief Executive Officer of Legacy Health System with facilities in Oregon and Washington State. Prior to assuming this position in August 2008, Dr. Brown was the Chief Operating Officer of Washington State based MultiCare Health System. Portland-based Legacy operates five hospitals as a nonprofit organization. At the end of fiscal year 2008, Legacy Health System assets totaled more than $1.3 billion. Brown is retired from the U.S. Army, and achieved the rank of brigadier general. He also served as commanding officer at Madigan Army Medical Center in Tacoma, Wash.; Walter Reed Health Care System in Washington, D.C.; Blanchfield Community Hospital in Fort Campbell, Ky.; and Letterman Army Institute of Research, Presidio of San Francisco, Calif.
Dawn Doutrich, Ph.D., teaches in the community master’s program for nursing at Washington State University Vancouver. Her research interests include cultural competence in nursing, workforce diversity, and cross-cultural nursing ethics, specifically in the area of values differentiation. Currently, she is involved in the Nurse Educator Grant and in a collaborative research project "Professional Values of Hispanic Nurses Practicing in the U.S.” She holds a doctorate degree in health promotion and prevention from Oregon Health & Science University, as well as a master’s in nursing from OHSU and a bachelor’s degree from Washington State University.
Cindy Mayo, MSN, Chief Executive of Providence Centralia Hospital in Lewis County. Providence Centralia, a 107-bed facility, is part of Providence Health & Services, a Catholic not-for-profit organization with services spanning Alaska, Washington, Oregon, Montana and California. It is the largest health care provider in the West and the largest health care provider in Washington State. In 2006, Providence Centralia became the first health care organization to win the Washington State Quality Award for the second time. Last month, the hospital celebrated the opening of the $7 million, 21,000-square foot Lewis County Cancer Center.
Charles E. (Charley) Reed, of Olympia, WA, is a member of the AARP Board of Directors, Class of 2014. He currently serves on the Board Governance Committee, the CEO Evaluation Committee, and the National Policy Council Nominating Committee. Mr. Reed is a long-term care consultant for his firm, C.E. Reed and Associates. Previously, he was deputy secretary of Washington State's Department of Social and Health Services; assistant secretary of Washington's Administration of Aging and Adult Services; and director of the State's Bureau of Aging and Adult Services. Additional professional experience includes director of the Washington State Office on Aging, program manager at the Utah State Mental Hospital, and case worker for the St. Louis City Welfare Program. His volunteer experience includes chair of the Long-Term Care Committee of the National Academy for State Health Policy; and president of the National Association of State Units on Aging. In recognition of Mr. Reed, the Washington State Aging and Disability Administration named a building in his honor. Mr. Reed earned his B.A. in sociology from Brigham Young University.
David R. Ruiz, M.D., a board certified family physician, practiced in Vancouver for 14 years with the Family Physicians Group before coming to Family Medicine of Southwest Washington. After completing his undergraduate work at Stanford University, David attended the University of Washington School of Medicine and fulfilled his family practice residency at Family Medicine Spokane. He is also a graduate of the University of Washington Faculty Development Fellowship and the National Institute of Program Director Development Fellowship. A bicultural and bilingual personal background has aided in David's care of Clark County’s Hispanic population. His broad scope of practice includes obstetrics and procedural medicine. He has special interest in teaching medical business principles, and practice management. Formerly a professional musician, David continues to play trumpet and flugel horn for personal enjoyment, and catches an occasional steelhead or salmon on the local rivers.
Barbe West became executive director of the Free Clinic of SW Washington in May 2009. Prior to that, since 2002, she was executive director of Community Choices, a local nonprofit advocacy organization that serves as a catalyst for a healthy, livable Clark County. The mission of the Free Clinic is to provide and facilitate access to free, compassionate, quality health care for children and adults who are otherwise unable to access such services. West has extensive experience and leadership in health care. She worked at Kaiser Permanente for 28 years in the Northwest and California Regions, and held the position of president of the Northwest Region during her last five years with the organization.
