A group of former 2nd CD PDA members are reforming our 2nd CD PDA chapter (again).

Chapter Quick-Start Guidelines
To start a chapter with PDA, you just need four additional like-minded people to sign up with
you. All five of you need to be “members” of PDA, which just means signing up in the

At your first meeting:
1. Start building out your coordinating team right away:
a. A chapter coordinator who calls and runs the meetings
b. An outreach coordinator to recruit new members and build alliances
c. A BBLV organizer to take the lead on establishing a vigil and reporting back
d. A communications person with some computer skills to maintain your local contacts and
send emails using our tools. Training is provided.
e. Volunteers to participate in each of PDA’s Issue Organizing Teams (IOTs), where policy

homes, etc. are ideal locations—don’t forget!
4. Request support for PDA by having everyone join ¢hange makes Change—for $5 a month,
we can keep PDA and our causes going.

We will be discussing the issues in our proposed legislative agenda. The issues coordinators will each give a five minute presentation and answer questions. The Washington State Budget & Policy Center will have an analyst to discuss revenue priorities & strategy.

Local 33rd District legislators have been invited to drop by and give an update on the Legislative session which started on Monday.

Directions:

The library is located on the corner of South 216th Street and 11th Avenue South, next to Des Moines City Hall and across the street from Wesley Homes Retirement Center.

I-5 Northbound: Take Exit 149B, and head west on Highway 516 (Kent-Des Moines Road). Turn right on Pacific Highway S (Highway 99). At the next major intersection, turn left on 216th Street. After going down the hill, turn left on 11th Avenue.

I-5 Southbound:
Take Exit 151. At the stop sign, go straight ahead on 200th Street. At the next major intersection, turn left on International Boulevard (Highway 99/Pacific Highway S). At the third stoplight, turn right on 216th Street. After going down the hill, turn left on 11th Avenue.

From Burien:
Head south on First Avenue, which becomes Marine View Drive. At the first four-way intersection with lights, turn left on 7th Place South, which becomes 216th Street. At the top of the small hill, turn right on 11th Avenue.

Bus Routes:
The Des Moines Library is served by bus routes 121, 122, 131, 132, and 166.

Metro Route 166 stops immediately outside the Des Moines Library on South 216th Street. Route 132 has a stop across the street from the QFC in Des Moines, which is about 1/4 of a mile from the library.

1. Revenue & Tax Reform

- Require that all tax exemptions have a 5-year sunset provision and annual performance reports

- Repeal non-performing corporate tax breaks, in a revenue request to the people, including TransAlta coal mine jobs and big banks' loophole for resale of mortgages

- Toll both the 520 and I-90 bridges to pay for 520 bridge replacement


2. Election & Initiative Reform (Craig Salins & Steve Zemke)

- Public financing of campaigns for Washington State Supreme Court: optional public financing for campaigns, by referendum to the people

- Support full disclosure of all spending on issue ads and independent electioneering, as well as on campaign spending

- Universal voter registration: opt-out, not opt-in, legislation for motor-voter registration

- Same-day voter registration and voting.

- Initiative reform, including increasing the initiative filing fee to $100 or more from $5 to better cover administrative costs; requiring signature-gatherers to be Washington State residents; and creating a citizen's initiative review process like Oregon's


3. Banking, Foreclosure and Predatory Lending Reform (Sarajane Siegfriedt)

- Require mortgage lenders to use mediation

- Provide automatic judicial oversight for foreclosures

- Establish a public Washington State Bank, similar to North Dakota's, to increase credit for farmers and community development


4. Environment (Margaret Shield)

- Transition to a coal-free future by closing or converting TransAlta coal-fired plant in Centralia

- Protect environmental programs from budget cuts, if possible

- Protect water quality by restricting phosphorus amounts in lawn fertilizers



5. Public Safety (Margaret Shield)

- Create statewide safe medicine-return program funded by pharmaceutical manufacturers

- Keep kids safe from toxic chemicals by requiring children's products manufacturers to find and use safer alternatives for harmful chemicals.



6. Criminal Justice (Renee McCoy)

- Abolish 3-strikes law or revise it to eliminate lowest level crimes

- End sentences of life without parole for juveniles

- Legalize, regulate and tax marijuana for adults



7. Housing and Human Services (Sarajane Siegfriedt)

- Protect poverty programs: Temporary Assistance for Needy Families (TANF), Apple Health for kids, Basic Health, Emergency Food Assistance, Medicaid, mental health, substance abuse treatment and Disability Lifeline

Restore Medicaid medication cuts

- Promote State Housing Trust Fund at 50% of previous level of effort (or $100 million) as a shovel-ready jobs bill

- Pass Fair Tenant Screening Act to regulate screeners and make reports good for 60 days

- Pass Adult Family Home regulatory reform, with fees adequate to cover costs



8. Labor (Brad Larssen)

- Increase capital budget to support public construction projects and to create jobs

- Protect Workers' Compensation: improve L&I regulation & transparency and recapture L&I insurance pool refunds with L&I "retro reform"

- Require prevailing wages to be paid on public/private partnerships and projects involving public money or public land



9. Education

- Protect early education funding: for low-income preschool, maintain 2009-2011 funding level; for full-day kindergarten, support an addition of 11% of schools per year

- Adopt State Board of Education College and Career Ready Graduation Standards (Core 24--an increase in credit requirements for better preparation for life) for the class of 2017

Lobby Day in Olympia this year is on Presidents Day, Monday, February 21st. The meeting will start at 9:30 AM. Participants will be arranging meetings with their legislators in the afternoon after 2 p.m.

Lobby Day attendees will get briefings on our issues to prepare them to meet directly with their legislators and a box lunch ($20 registration in advance). All the King County legislators are invited to address the meeting, and the Governor has been invited to keynote.

Here are some updates regarding Congressman Dennis Kucinich's event on “The True Cost of War” on Monday afternoon February 21 (Presidents’ Day) at the Capitol Theater, 206 5th Avenue SE, in downtown Olympia.

A huge turnout is expected, so the organizers urge people to arrive very early. The doors will open at 2:00 p.m., and the program begins at 3:00 p.m.

Kucinich’s speaking engagement will highlight the “Bring Our Billion$ Home” campaign of the Western Washington Fellowship of Reconciliation. The “Bring Our Billion$ Home” campaign is informing and activating the public to urge Congress to reduce military spending and apply the savings to fund urgent human and environmental needs in the U.S.

The Artesian Rumble Arkestra – a delightful marching band – will perform outside before the event. Olympia’s Peace Choir will sing in the theater before Congressman Kucinich speaks.

The event is sponsored by the Olympia Fellowship of Reconciliation (FOR) and the local Veterans for Peace (VfP) Rachel Corrie Chapter 109.

A suggested donation of $5 - $15 per person will cover costs and benefit the sponsoring organizations’ ongoing work for peace and a peaceful economy.

The federal holiday means parking on the streets will be free.

The Olympia FOR has worked in many nonviolent ways for peace and social justice since 1976. The Western Washington FOR has worked even longer at the regional level. Both are part of a national and international pacifist organization that has been active since 1914 in Europe and 1915 in the U.S.

Hardman, and this writer, on Friday, January 7, where we discussed and shared views about disabilities issues, including urgent issues being put before this year's Legislative Session.

The WSDIC has historically defended the work of our state's Residential Habilitation Centers (RHC's), e.g., Fircrest School, Rainier School, Frances Haddon Morgan Center, Lakeland Village, and Yakima Valley School. And WSDIC thanks the many statesmen, including Lt. Governor Owen, Speaker Frank Chopp, Senator Maralyn Chase, and many others, for their steadfast support of our position.

7. Progressive Caucus to meet 1/29 in Olympia

In conjunction with the Washington State Democrats Central Committee meeting, the Washington State Progressive Caucus wll meet Saturday morning, January 29th at 8 AM.

We will begin taking dues for the coming year at 7:30 AM. Voting privileges are extended to current members. All memberships expire prior to the meeting. Thus, in order to vote in the caucus' re-organization you will need to renew your membership prior to the meeting. The meeting will come to order promptly at 8 AM.

Chad Lupkes will chair the meeting until the "new" chair is elected.

Clearly the state budget is a major item of interest in the weeks ahead - and Rep. Hasegawa will be available at this meeting to provide his perspective on that, and to answer questions.

The agenda for the March 20th meeting will also include brief reports on the other topic areas and bills that the LAC has been tracking.

Also for the agenda, I'm suggesting some discussion of LAC operation and "housekeeping" - provided we have time. Obviously our advocacy work extends all year - not just during the legislative session. Accordingly, it's important that we make sure our committee is well-oiled, with clear plans and objectives and a shared workload.

Here for your advance consideration is a listing of ongoing tasks (not all fully staffed at this point) that make the LAC a well-functioning work unit of the King County Democrats:

Monthly --

Arrange monthly meetings: secure venue; set agenda; invite/confirm special guests.
Generally, we invite two Democratic lawmakers to offer remarks, with Q&A.
Occasionally we also invite guests from organizations we're partnering with on issues advocacy);
Record summary of LAC meetings: key discussion, reports, and decisions/recommendations.
Compile and edit weekly news and Action Alerts - especially during the legislative sessionCompile/update bill-tracking charts, to show the progress and fate of bills we're tracking.
Ongoing --

Recruit and appoint LAC representatives from each legislative district in King County.
Encourage participation/attendance at LAC meetings from every district;
Encourage/assist delegates to report to their districts regarding issues advocacy work.
Encourage and assist districts to create their own district-level issues committees;
(Ideally, each district would have one or more persons tracking each of the issue topics which the LAC itself has designated as priority - mirroring the county-wide LAC - so that there are knowledgeable and designated persons within each district working each issue area.)
Arrange/organize/encourage LAC lobbying activity, including: KC Dems Lobby Day; ongoing lobbying of lawmakers from each district (by district level advocates); and attendance/visibility at "Town Hall" meetings held by lawmakers in addition to other community meetings and forums.
Arrange special events - public forums and other actions - around specific high-profile issues that are of concern to the King County Democrats and the populations we serve. (Example, the recent March 10th Public Forum held at UW Kane Hall, regarding overturning the supreme court's Citizens United ruling.)


It may be useful for the LAC to discuss how each of these task areas is being "staffed" (volunteers) at this point - and how we might best share the workload. Remember, many hands make light work! - and the more folk we have pitching in, the more we can accomplish.

28. KCDCC Legislative Action Committee to meet in Tukwila 5/15

Our 3rd Sunday Legislative Action Committee speakers will be on Labor issues, with Seattle Education Association President Olga Addae and Washington State Labor Council President Jeff Johnson. This is both because the Legislature is continuing in special session (with a 50% chance of going into second overtime), and also because Labor issues continue to be a hot and confusing topics in Olympia. We will also discuss action on saving Metro transit service from drastic cuts.

From SEA President Olga Addae, we are looking forward to hearing about current school and teacher legislative issues and about Seattle's innovative teacher evaluation plan. We also want to know about K-12 funding cuts and future solutions.

From Washington State Labor Council President Jeff Johnson we hope to hear Labor's position on the proposed changes to the workers' compensation program and updates on other issues on Labor's agenda.

Jeff Johnson was elected President of the Washington State Labor Council, AFL-CIO, in December 2010 and was sworn into office on Jan. 5, 2011. Prior to that, since joining the WSLC staff in 1986, Jeff had served as special assistant to the president, lead lobbyist, research and organizing director, and as shop steward for his staff unit, which is part of Office and Professional Employees International Union Local 8.

We will also discuss strategies to save Metro transit service. The Legislature passed a bill that authorizes a $20 increase to King County car tabs to prevent drastic cuts to Metro transit service hours. The 600,000 hours of cuts are the equivalent of all Metro service on the East Side. The new law requires a two-thirds vote of the King County Council to pass the fee increase. Tim Eyman has gotten agreement from all four Republicans on the Council to oppose the increase. Urgent action is needed, especially by those in suburban County Council districts and by anyone attending a County Council candidate forum.

Bellingham, WA. Washington’s 40th LD Democrats is hosting a free public forum on June 4, 2011 at the Bellingham Cruise Terminal from 7-9 pm, featuring Joshua Holland, author of The Fifteen Biggest Lies About the Economy

As the next months will involve an undoubtedly heated budget debate, Mr. Holland will provide timely insight into much of the discussion to come.

The Fifteen Biggest Lies About the Economy exposes the theories and rhetoric behind the policies that are contributing to a disinformation campaign that does little to address constructively the issues facing us.

Holland discusses how the corporate Right has obscured the way in which they’ve rigged the “free market,” so they always come out on top, the glory of “free trade,” the tax code, the budget apocalypse, and how the WTO affects legislation. He brings these issues into focus, getting beyond bumper sticker slogans and considers how these lies are affecting everyday American families.

5th CD Democrats,

We are having a meeting of all Democratic Party supporters to discuss and determine if it is the wish of the group to reorganize the 5th Congressional District Democratic Organization. This would be somewhat modeled after the long-standing and successful 4th CD Democratic Committee. These organizations are not affiliates of the Washington State Democratic Party Central Committee and work independently of that. The primary goal of the organization is to raise money and support 5th CD Democratic Candidates, but also supporting other candidates within the 5th CD, increasing communications of Democrats throughout the 5th CD and educating Democrats about issues that are of concern to the various areas in the 5th CD.

Next Thursday is short notice, but it is going to be great conversation with like minds. Please invite your friends and neighbors, to join in on the discussion, with Courtney Normand of Planned Parenthood. This will be followed by our general meeting as we make plans for the upcoming election season.



The GOP came into power in the midterms and had no actual plan for the economy, so they decided to pander with their legislation to their ‘fear’ based voters instead.

Caught up in this sweep of anti-government, Tea party rhetoric were the likes of PBS, NPR, NLRB, the Arts and of course Planned Parenthood.







Courtney Normand is the Public Affairs Field Team Lead for Planned Parenthood Votes! Washington and Planned Parenthood of the Great Northwest. She was born and raised in Arlington where she resides today, has a Master’s Degree in Policy Studies from the University of Washington-Bothell, and has worked for Planned Parenthood since 2008, which was an exhilarating time to begin one’s career in politics. She’ll join us to discuss the recent unprecedented series of attacks on Planned Parenthood and women’s reproductive health and rights at both the Federal and State levels. The talk will cover the challenges that have taken place this year, how local Planned Parenthood organizers, activists and allied organizations have responded, and how Democrats can help defend women’s access to health care.

In order to avoid a conflict with Father's Day, the Legislative Action Committee is meeting on a rare Saturday, June 18, 2 to 4 p.m. at the Shoreline library, just off NE 175th St. to the east.

Please join us this Saturday as we welcome Rep. David Frockt (46th) and Rep. Tina Orwall (33rd) to debrief us on the victories and defeats of the session just ended.





Rep. David Frockt sits on the Judiciary, Education Appropriations and Technology, Energy & Communications Committees. He can discuss the details of K-12 and early learning education funding, what happened to the Three Strikes bill in Judiciary, whether the State Bank bill is unconstitutional and how the TransAlta bill to decommission the last coal-fired generating plant in the state mustered the votes to pass, despite having the Minority Leader as its hometown lobbyist.

Rep. Frockt is the prime sponsor of a landmark House Bill 1721:

Washington becomes the first state to ban toxic coal-tar pavement sealants

Rep. Tina Orwall, former co-chair of the Legislative Action Committee, sits on the Judiciary, Early Learning & Human Services and Education Appropriations Committees. She can report on the State Housing Trust Fund and how her workforce housing bill from 2010 has fared.

Rep. Orwall managed another one of the big wins of the session in passing HB1362, a bill to prevent foreclosures by requiring mediation and quadrupling the number or mortgage counselors in the state. It also brings mortgages under the state's Consumer Protection Act. Previously, there was no judicial oversight of foreclosures. Rep. Orwall credits Rep. Frockt, a trial lawyer, in writing key elements of the bill requiring face-to-face mediation if the homeowner requests it. Rep. Orwall worked hard to make the bill attractive to Republicans and the bank lobby. It passed 78 to 15 in the House and 36 to 11 in the Senate, a rarity in this session.

46 years ago, Lyndon Johnson signed Medicare into law. At the bill-signing ceremony, Johnson enrolled former President Harry S. Truman as the first Medicare beneficiary and presented him with the first Medicare card, and Truman's wife Bess, the second. For 46 years, our nation has made, and kept, a promise to our seniors: a sacred trust that in our golden years, after a lifetime of labor, we need not fear the threat of slipping into poverty and losing the American dream. We Democrats understand this promise. We created it, and we've fought to keep the promise, despite Republicans’ constant attacks for nearly five decades.

In April our Representative, Richard Hastings, voted for the Paul Ryan budget plan, which eliminated Medicare, turned it into a voucher program, and shifted all of the savings to the wealthiest in our nation. It's no secret that I've steadfastly supported Medicare, and I want to give you an opportunity, to join with me, to support Medicare as well. So, on July 30th, please join me in making a statement to current and future seniors, that we have their backs. We will not back down, and we will not accept any cuts to the world’s most successful social insurance program. We will not compromise on a program that has single handedly saved generations of seniors from slipping into poverty in their golden years.

My good friend, Doug McKinley, has graciously invited you and me to his home at 1160 Foxtrot Lane, Richland, WA. from 6-8pm. The suggested donation is $250. This money will go to my campaign to unseat Rep. Hastings in November 2012.

Yes, it's August and it's finally warm-ish. However, this Sunday, August 21, we have an opportunity to meet with two outstanding King County legislators, Rep. Mark Miloscia (30th) will join us at 2 p.m. and Rep. Dave Upthegrove (33rd) at 3 p.m. at the Des Moines Library.

Rep. Miloscia is vice chair of General Government, Oversight and Appropriations and is a member of the Labor and Workforce Development and State Government and Tribal Affairs Committees.

Rep. Upthegrove chairs the House Environment Committee and sits on the Local Government and Transportation Committees.
Having worked for the Goodwill and Federal Way Youth and Family Services, Rep. Miloscia has a long record of supporting housing and human services needs. The Washington Conservation Voters call Upthegrove "a leader on environmental issues and a rising star in the House."

As we prepare our 2012 legislative agenda, we will hear about the budget and revenue outlooks and what these legislators have as a priority for next session. Please come and bring your questions. This is a very special opportunity for dialog with a legislator without the time pressures of the session.

47. Protest Doc Hastings fundraiser in Vantage 8/22

PROTEST AUGUST 22The Fourth Congressional District Democrats will protest a fundraiser for Doc Hastings at the Wild Horse Renewable Energy Center, 25901 Vantage Highway, outside Ellensburg, on Monday, August 22. Doc Hastings being feted at a renewable energy center is a farce because of his votes in Congress and support of Big Oil. The fundraiser runs from 5:30 to 7:30 p.m. The protest will begin at 5:00 and last until the protest ends.

Please join the protest. We wish to show the world that Central Washington has sane and ethical citizens who abhor the conduct of Doc Hastings. Colleagues may be present to Twitter and videotape the protest. Please prepare and bring a protest sign to the gathering. One or more judges will judge the signs and the committee will award prizes to the top three winners: $100 for first prize; $50 for second prize; and $25 for third prize. The Wild Horse Renewable Energy Center is a wind farm operated by Puget Sound Energy.

The center is about fifteen miles east of Ellensburg, on Whiskey Dick Mountain, and has a gateway immediately off the Vantage Highway. Yes Tri-Citians, the Vantage Highway extends to the west of Vantage. The gateway to the wind farm is about three miles from the Center building itself where the fundraiser will occur. We will be stationed at the gateway, however, so that there is no contention that we are on private property or interfering with the fundraiser.

There is room for parking in the area of the gateway and someone will be present to help you park. For those who have time, I encourage you to arrive early and travel the three miles up to the Energy Center road to the Center building, which functions, in part, as a tourist site. My son and I spent an hour there and learned much about wind energy. The site includes a fascinating video on the construction of the wind farm.

The area of the protest is high in the hills and windy. Please dress appropriately. Please make your protest signs sturdy to withstand the wind. Water and snacks will be provided by the committee. This is the 96th anniversary of the execution of Joe Hill, union activist and union songster, who was falsely accused of murder and was murdered by the State of Utah primarily because of his association with the IWW (Wobbly’s).

This tribute will be highlighted by union songs performed by the Whateverly Brothers, Gary Kanter, Mike Dumovich and others.

63. King County Dems Legislative Action Team to meet 11/20 in Lake City

Our featured speakers are Rep. Phyllis Guitierrez Kenney and Rep. Tina Orwall, former LAC co-chair (with Scott White).

Rep. Kenney chairs the House Community Development & Housing Committee and is known as a champion of low-income housing. She also serves on Labor & Workforce Development and on the Ways & Means Committee. An important bill housing will extend funding for housing and shelter operations that will otherwise expire in 2013.

Rep. Tina Orwall serves on Early Learning and Human Services, Judiciary, Education Appropriations and Oversight and Rules. She would like to talk about a bill the help those prisoners who are exonerated, then released without funds, programming or help.

Why Democrats Oppose Charter Schools

The State and King County Democratic platforms oppose charter schools, because they are union-busting agreements that take taxpayer money and use it for private purposes, without elected taxpayer oversight by school boards. Charter schools have been promoted as a panacea, but they are actually part of the "vast conspiracy" to privatize public institutions and undercut democratic (and Democratic) institutions.

There is no clear evidence that charter schools produce better results than public schools, when fairly compared over several years. As Linda Clifton reminds us, "And they are not particularly effective. Only 17% of all charter schools do better than public schools, and over 30 % do worse than the public schools." Charter schools cherry-pick their students. They leave special education students with disabilities behind (too expensive!). Charter schools may be for-profit or not-for-profit (or religious). The for-profit ones are using part of our tax money to line their pockets and are putting less money as a percentage of budget into educating kids. The religious ones are violating the "establishment clause," the constitutional separation of church and state, which says that no tax moneys may support religious institutions. In Washington State, we have many successful public schools that are centers of innovation, such as International Baccalaureate high schools, schools of the arts, schools of science and technology and even a high school of flight.
