SOS Ireland paid out over $145,000 before learning purchasing law applied

Secretary of State Betty Ireland paid more than $145,000 to a Charleston technology firm last year without bidding out the contract, as required by law.

Dream Catcher LLC submitted 23 requests for reimbursement last year. Each was under the $10,000 limit at which contracts must be bid out through the state Purchasing Division.

Dream Catcher also designed and maintained Ireland’s campaign Web site. Her campaign paid the company $3,883, according to campaign finance reports.
