After the civil war the southern state politicians were looking at a way to stay in power because of all the new voters in their states (Free slaves). They were mostly sharecroppers and oppressively poor, so the idea of a poll tax that is required to vote was born. The poll tax laws were designed so whites didn’t have to pay them. The effect was it disenfranchised the poor/black. Today, republicans are facing the issue that they are about to lose power due to the results of their disastrous policies, so they have come up with a modern “poll tax” that will disenfranchise poor voters. It’s called the photo ID requirement. Many poor don’t have a photo ID, and getting one is burdensome without a car/money. The result will be the same, disenfranchisement of poor/black.
