The redistricting plan guarantees that every Democratic "safe" seat in the legislature is as uncompetitive as possible, with an overwhelming number of surplus votes in each district.
So, theoretically, the total number of votes cast in all legislative races in the state could clearly be cast by voters who favored Democratic candidates.
But even with that set of circumstances, with the district boundaries drawn as they are, slight Republican majorities in many individual districts could be expected, giving Republicans overall control of the legislature.
That's fundamentally undemocratic. That the U.S. Supreme Court hasn't recently taken up the question doesn't mean there's no chance it will ever be heard.
