This is a major step in the privatisation of Wisconsin schools. From WEAC:

This legislation would allow a cooperative educational service agency to establish an independent charter school. It also creates an unelected independent state agency, the Charter School Authorizing Board (CSAB), and authorizes it to contract for the establishment of independent charter schools in school districts. This state board could force local school districts to pay for independent charter schools without any local taxpayer or voter input.
With 235 charter schools in Wisconsin, there is no need for SB22. This legislation is just another way to further privatize public education. As has been the experience in other states, schools approved by the CSAB contract with private companies to run the schools, leading to further privatization of public education. Schools approved by the CSAB have no connection to a locally elected school board and would be funded by siphoning dollars away from the local public schools which could result in an increase in local property taxes.
