When Kevin Kennedy speaks to groups about how to get a photo ID for voting, he uses a flow chart.

"I hold it up mostly to show that this is not easy," said Kennedy, director of the Government Accountability Board, which runs state elections.

This won't come as news to people who have shown up at Division of Motor Vehicles offices to get the ID, only to be sent away in search of more documentation to prove who they are and where they live.

have a simple ACCESSIBLE process - application and copies of documentation can be mailed in. The ID process is based within county clerks of courts, where it belongs, as part of voter registration process.

This is how i know Wisconsin's voter id process is more about vote suppression than what may be a legitimate ID requirement. It is anything BUT accessible and the hardship on poor, car-less, disabled, etc. is disproportionate.

I would think that this could be even more of a problem in rural areas. Not only is there nonexistent transportation, there may be no DMV in town or it may rarely be open. For example, I am off this coming week and have to renew my license by the middle of December. My job hours spans DMV hours. I will have to drive 30 miles because my local DMV is not open. For someone without transportation, this could be a real problem. If they can get to the local DMV on the right day but didn't have the right documentation, they may have to wait another week, weeks, or month.
The poll workers may know this person and know they voted legally before, but if they didn't get to the DMV, on the day it was open this month, the voter is out if luck.
