The arbiter of ethics on the airwaves says CTV was in the wrong when it broadcast a series of false starts from an interview with former Liberal leader Stéphane Dion.
The Canadian Broadcast Standards Council says CTV was discourteous and inconsiderate to broadcast the false starts when they told Mr. Dion they wouldn't.
The council also said the question posed to Mr. Dion was confusing, even to an English speaker.
CTV Newsnet rebroadcast the false starts on the Mike Duffy Live show that day, where a panel criticized the Liberal leader.
