RLP Energy on Government of Canada Website
North Dakota is also home to the Energy & Environmental Research Center (EERC) in Grand Forks. Formerly a federal lab, the EERC is a leader in development of energy and environmental technologies. This specialty has drawn Canadian interest and resulted in cross-border projects and partnerships, including a partnership with RLP Energy, which has licensed mercury emissions control technology from EERC for use at a power plant in Nova Scotia. In addition, the Canadian Pacific Railway is experimenting with an EERC technology that will enable it to produce energy while safely disposing of its old railway ties.

He might use the Milliken deadline to defer two problems, via prorogation #3. It would be risky, but he might think it his best option. That would be revealing.

It could be a busy two weeks for the shredding machines.
