Against Canadian law? A worker tries to quit one union job for higher wage union job elsewhere.

I've heard a bit about agricultural marketing boards in Canada. Is it true that it's illegal for a farmer to sell directly to a potential customer even if the customer offers to pay more than the marketing board? If it's true, then why not use a similar approach in unionized workplaces to "protect" unionized workers the way that marketing boards "protect" farmers?

A particularly sore point with many farmers involves the issue of “buy-back” licences. A farmer wishing to sell his wheat or barley to a third party (for example, by transporting his grain across the border to take advantage of higher prices in the United States) must first deliver the grain to the Canadian Wheat Board and buy it back again. The price charged for the farmer to purchase the grain (the price that the Canadian Wheat Board would charge to sellers on that particular day) essentially removes any advantage that would be gained from selling it to a third party. Furthermore, Canadian Wheat Board officials are free to refuse the farmer’s request for a buy-back license.

The agriculture board does it because of the fear that certain groups will buy up all the food and then jack up the prices and then sell it, fucking us all over.

and that are able to buy enough food to affect the price?

If the marketing board can identify which buyers are working for those groups, then why can't the marketing board simply have a rule preventing farmers from selling to those buyers?

If the marketing board cannot identify the buyers who are working for those groups, then how is the marketing board able to itself avoid selling to those buyers?
