You are buying into the media meme of the moment. A quick search brought up this article in the National Post of all places:

I'm not sure if you are aware of the cost of building houses and maintaining them in the far north. Not only are materials hard to come by (transported by air or on winter ice roads) but there is a lack of experienced contractors. Some are flown in at a huge cost. Also, something the article neglected to mention is that Attawapiskat suffered some flooding and sewer back up a few years back and they have not yet recovered and fixed the damages from that due to a lack of funding. That has added to the burden, but as the article says, even if you didn't fix a single house over 5 years, the amount of money allocated for housing is still not enough to solve the crisis.
So you see, the outrage over the 90 million is just false, manufactured, media outrage. It's the conservatives trying, yet again, to blame the victims and avoid taking responsibility for lack of funding.
