Days before the controversial Devils Lake diversion is set to begin operations, North Dakota officials have confirmed that construction is underway on a type of filtration system to ease Manitoba's concerns about the quality of water heading north.
The diversion project will send flood water from Devils Lake into the Sheyenne River, a tributary of the Red River. The Manitoba government and other groups have raised concerns that the lake water could contain pollutants or foreign biota that could affect the Lake Winnipeg watershed.
A spokesperson for the office of Reg Alcock, Manitoba's senior cabinet minister, agreed that no deal had yet been signed on the diversion, but said one was imminent and could come by the end of the week.
Officials with Premier Gary Doer's office also said discussions about the outlet were close to reaching a resolution, but no officials had yet signed on any dotted lines.
