Power outages could play a roll in a hack. They could be used to, for example, cause problems with a touch-screen by causing it to uncalibrate, if the machine was badly (or intentionally) designed in such a way that that would have an effect.
They could also be used in a much simple manner: to close the polls
during a rush hour and force a line to build up, discouraging voters in highly democratic precincts.
There are a number of power outages and instances of technicians
unplugging and plugging in machines in the EIRS database. It
would be helpful if someone were to go pick them out and draw us a map.
