Subject: Blackwell Locks Down Ohio Voting Records Breaking news, more to come. This afternoon, two election volunteers working with the Ohio recount were denied further access to public voting records in Greene County Ohio. At the Greene County Board of Elections in Xenia, two California women working with the recount coalition (CASE and the Green party) were copying public records and requesting access to other voting records, per Ohio statute. The Board was told by Secretary of State Blackwell's office to deny any further access to voting records, a clear violation of statute. Apparently, the quote was: "These records are no longer public. There is a lockdown on all Ohio voting records." Ohio is no longer the Ukraine. Ohio is now Soviet bloc and Blackwell has made his office the Politburo

Why did Pat Wolfe, your Election Administrator, tell the Green County
Board of Elections to lockdown the voting records? That information is
public and I cannot imagine an honest reason for your office to hide
such information. Furthermore, according to Ohio state law it appears
that you have no authority to lockdown voting records and that those
involved have just committed election fraud. ORC Title XXXV Sec.
3599.161 makes it a crime for any employee of the Board of Elections
to knowingly prevent or prohibit any person from inspecting the public
records filed in the office of the Board of Elections. ORC Sec.
3599.42 clearly states: "A violation of any provision of Title XXXV
(35) of the Revised Code constitutes a prima facie case of election
fraud within the purview of such Title." For the sake of our democracy

of great interest to see if it's available. So
far I haven't found any online for Greene County.

They don't seem to have the canvass sheet on
their BOE site, like some other counties do,
hmmm.

In addition, it would be nice to know turnout and
voter registration by party affiliation.

In the morning the woman told me 3 people had been arrested at noon at 80 Broad St (Borden Building). Later I called again to find out WHO called the police to come and arrest these people. A different woman said she could find NO record of the arrest. She seemed to be sincere, and kept trying different methods of searching (or so she said). I asked her--Could this arrest have been made by a private security agent, and sh said NO as if it were an absurd concept...

I called the Columbus police department 2 nights ago, to try to find out who called them to come and arrest these people (because Blackwell's office denied doing so). The officer "couldn't find" any incident report for it--BUT another officer had found it immediately earlier in the day, when I called to find out where it had taken place... People are being silenced, I think, or else they are complicit in this.

votes again next week.

Katrina is at the Greene County BOE in Ohio right now. She said they got their early this morning to begin canvasing.

They noticed a light on in the building that was not on last night. They checked the door and the BOE in Greene County and it was unlocked. She suspects that it had been unlocked all night!

This would mean that the Voting Records that Mr. Blackwell "locked down" were available for anyone who decided to walk into the building during the night, according to Katrina.

She has sent the earlier story to her media contacts but this new information has not been reported because they are waiting on law enforcement and lawyers.

Stay tuned... it sounds like we will be hearing more soon.

BTW - I think the colleges in question are the two historically black universities in Wilberforce - Wilberforce University and Central State University. The student union building at Central State was a polling place and there were some "dirty tricks " being played on Nov 2 this year.
I was working at the Dem headquarters in Xenia that day doing GOTV phone calls and so only caught part of what was happening, but early afternoon there was a problem with missing voter lists (names of those who had already voted that morning) at Central State. The runner who was supposed to pick up the list from the poll watcher said the list was given to someone posing as the runner before he arrived. Don't know what happened after that. Also there was word that a Repug challenger told a student who had just voted that it was illegal for him to go round up other students on campus to remind them to vote - called it "illegal electioneering"

Greene County elections board scrutinized
Office containing ballots found unlocked overnight

XENIA | Election observers examining Greene County voter records were told Friday the records were to be sealed after Secretary of State Kenneth Blackwell ordered county boards of election to consider all election-related records as falling within a "canvassing period."

This period usually lasts about 10 days after the election, but was being extended because an official recount is under way in the state, according to Blackwell spokesman Carlo LoParo.

LoParo said the records are to be treated with the "utmost care" until the recount is over.

The two election observers say they later found the Greene County Board of Elections office unlocked Saturday morning, fueling their suspicions they weren't allowed to examine records that might have been tampered with.

"It is shocking that they would first deny us access, and then leave the records unlocked overnight," said Joan Quinn, a retired lawyer from Sacramento, Calif., an election observer acting on behalf of the Green Party, which asked for a recount of the Ohio presidential vote.

Election board officials returned Saturday afternoon to lock up the building after they were told of the security lapse.

They said that while the building had been left unlocked by mistake, voter records are kept in a separate locked room, and had not been tampered with.

"The records are safe, the ballots are still locked and we can have our computers checked to see if they have been tampered with," said Llyn McCoy, deputy director of the Greene County Board of Elections.

But Quinn and her colleagues say that when they entered the unlocked building, voting machines and voter records had been left in the open.

Quinn said that she and her fellow observer were looking into the low turnout recorded in minority precincts, especially precincts 354, 224, and 355, which recorded voter turnouts in the 50 percent range, while the average for Greene County was 74 percent. While examining those records, she said, they were informed of the "lockdown" order.

"I haven't heard anything about it," said Fred Hall III, president of the Greene County elections board.

Conyers Alarmed at Efforts to Obstruct Ohio Recount Effort, Calls Witness to Monday Hearing to Detail Such Efforts

Yesterday, it came to the attention of the House Judiciary Committee Democratic Staff that efforts to audit poll records in Greene County, Ohio are being obstructed by County Election officials and/or Ohio Secretary of State Ken Blackwell. According to Joan Quinn and Eve Robertson, two election observers researching voting records, Greene County officials initially gave Quinn and Robertson access to poll records, and then abruptly withdrew such access. Greene County Director of Elections Carole Garman claimed that she had withdrawn access to the voting records at the direction of Secretary Blackwell. Regardless of who ordered the denial of this access, such an action appears to violate Ohio law. Later, at the same office, election observers found the office unlocked, and what appeared to be locked ballot boxes, unattended. Prior to the withdrawal of access to the books, observers had found discrepancies in election records, and possible evidence of minority vote suppression.

House Judiciary Committee Democrats wrote a letter to Blackwell on December 2 requesting answers to 34 questions about election irregularities and fraud in Ohio. This letter included questions about major discrepancies in Perry County poll books. Since that letter, additional documentation has been provided to the Democratic staff demonstrating similar problems in other counties.

Because of the urgency of the Greene County matter, Congressman John Conyers, Jr., Ranking member of the House Judiciary Committee, has requested that Ms. Quinn testify at a hearing scheduled Monday in Columbus, Ohio. Ms. Quinn has agreed to do so and will also present sworn statements from corroborating witnesses. Conyers issued the following statement:

"The Recount effort is simply a search for the truth of what happened during the 2004 Presidential election in Ohio. We have now repeatedly seen election officials obstruct and stonewall this search for the truth. I am beginning to wonder what it is they are trying to hide."
