Help - what were the precincts with the low turnout -17% or something?

Here is a thread in GD with someone who worked in Ohio on election day taking questions.

I asked about the low turnout areas because they had huge turnout where she was working.

1. They were in Cuyohoga County (Cleveland)

One precinct was 7%, I believe. Several others under 30%.

3. One or 2 of these had lots of provisionals; due to lots of challanges by

GOP
But most remained low after provisionals as well. And this likely is not valid data; something was wrong in addition to the documented suppression and malfeasance by election workers in some of these precincts.

How could that possibly happen. Anyone in the Cleveland area should take a trip to 6C and talk to some people. Such low turnout would be obvious to everyone, I would think...

Could it be that they had half a voting machine or something?
