Finally news found of Fairfield county on the Saturday recount.

It's one sided as the last sentence shows. But the difference in recount (and this is assumed it's the 3%) is quite a difference. Whether this is from chads falling off or what is not told.

The Bush/Cheney team went from 42,057 in the preliminary count to 42,715 votes in the final recount. The Kerry/Edwards ticket went from 24,321 to 24,783.

I don't know why so many people are confused about the 3%. 3% is what is counted BY HAND. Those same 3% then are run through the machine. If the two counts match they count the rest (the other 97%) by the machine. If the two counts do not match they count the rest (the other 97%) by hand - as they did in at least one county I know of. In either case, 100% of the votes are counted.

Question to OP - from the article I see that Bush gained a couple of hundred votes in Franklin county. Is that included in the running total of the recount already or not?

5. True that you have to take into consideration...

that when all ballots are run through the machine again a difference in totals from chads falling off have to be considered. The article does not mention this is the case.
