GovConnect chose Fonix speech technology for the Kentucky Board of Elections IVR because of its easy implementation, intelligibility and limited hardware requirement. The application encompasses all 3,464 precincts, allowing Kentucky’s precinct officers to call the IVR system and enter their three-digit county identification number along with a voter’s identification number. The system, using Fonix speech technology, is designed to speak back the voter’s name as well as the identification number, political party, county the voter is registered in and whether or not the voter is eligible to vote in the primary election.
Summary1. KY does not have to use a paper record at each precinct,
2. Poll workers only have to use a phone to call and check the validity of each voter.
3. No paper record makes it almost impossible to audit the voter logs.
