suggests there might not be, then there can be no debate on the 6th like the rules outline..unless there is a debate without a quorum, but there still will not be a proper vote on the Ohio electoral votes on the 6th. What does that do to the whole process then?

If the Dems didn't even show. Much more effective IMHO than a contest of the votes, and wouldn't look as much like a power grab. PLUS, the media would pretty much have to cover it.
