False.

If you give 10 machines to 100 voters and 5 machines to 500 voters...I'm sure you can "average" until you die. That's not "even distribution."

The OHIO SOS is responsible for AVOIDING shortages of voting machines. The BOE makes a decision, but if problems are detected, HE IS RESPONSIBLE and has to SOLVE THEM on election day.
