Did you cast a "provisional ballot" on Nov. 2 outside your home precinct?
On Feb. 4, the N.C. Supreme Court ruled that ballots cast by voters in their home county but in the wrong precinct polling place should not be counted -- including more than 11,000 ballots cast on Nov. 2, 2004 across the state.
Never mind that more than 1 million North Carolinians cast ballots during the Early Voting period, outside their home precinct. The Court said those ballots are NOT an issue in the case; they are okay. But it said all out-of-precinct votes cast on Nov. 2 are illegal.
People followed the rules and voted -- and the rules were approved all the way up to the U.S. Justice Department. The Court says that doesn't matter.
Many people are outraged by this decision. The N.C. General Assembly will consider passing a bill next week that clarifies that a 2003 law did indeed intend to allow out-of-precinct voting on Election Day. There are many reasons why people use this new "fail safe" protection -- especially after waiting in line for more than an hour only to discover they are in the wrong place.
