1. Speaker Profile: Portland OR National Summit to Save Our Elections
Edited on Tue Sep-27-05 01:52 AM by autorank
Our Keynote Speaker is: JESSE JACKSON, JR.

--------------------------------------------------------------------------------
Representative Jesse L. Jackson, Jr. began service in the United States House of Representatives on December 12, 1995, as he was sworn in as a member of the 104th Congress, the 91st African American ever elected to Congress.

Representative Jackson currently sits on the House Appropriations Committee, serving as the 5th ranking Democrat on the Subcommittee on Labor, Health and Human Services, and Education as well as the 2nd ranking Democrat on the Subcommittee on Foreign Operations, Export Financing, and Related Programs. Prior to his congressional service, Representative Jackson served as the National Field Director of the National Rainbow Coalition. In this role, he instituted a national non-partisan program that successfully registered millions of new voters. He also created a voter education program to teach citizens the importance of participating in the political process, including how to use technology to win elections and more effectively participate in politics.

Born in the midst of the voting rights struggle on March 11, 1965, Representative Jackson spent his twenty-first birthday in a jail cell in Washington, D.C. for taking part in a protest against apartheid at the South African Embassy. He also demonstrated weekly in front of the South African Consulate in Chicago. Representative Jackson was on stage with Nelson Mandela during his historic speech following a 27-year imprisonment in Cape Town. In 1987, Representative Jackson graduated magna cum laude from North Carolina A & T State University in Greensboro, North Carolina, where he earned a Bachelor of Science Degree in Business Management. Three years later, he earned a Master of Arts Degree in Theology from the Chicago Theological Seminary, and in 1993, received his Juris Doctorate from the University of Illinois College of Law. Representative Jackson has co-authored A More Perfect Union: Advancing New American Rights (2001) with Frank E. Watkins. He has also co-authored Legal Lynching II (2001), It's About the Money (1999) and Legal Lynching (1996). Representative Jackson resides in the Second Congressional District of Illinois with his wife Sandi, daughter Jessica Donatella, and son Jesse L. Jackson, III.

RADY ANANDA

--------------------------------------------------------------------------------
Worked as an in-house legal investigator, across the spectrum of Plaintiff-trial law for eight years. Switching plans midlife, she resolved to work professionally for the environment and earned her BS in Natural Resources in 2003. Today she applies her investigative and research skills toward exposing fraud and weaknesses in the US election system. Her great-great grandmother headed the California Women’s Christian Temperance Union. Sophia May Churchill set national precedent by publicly endorsing women’s suffrage in 1883 at the WCTU’s Annual Convention.

“Grandma Churchill didn’t live long enough to realize her dream of ‘Votes for Women’ but she inspires me today as we resist the privatization of our vote. Democracy is something you do; democracy means self-governance. We citizens need to hand-count paper ballots at the precinct, before all who wish to observe. Corporations should be nowhere near the people’s vote. Neither, now, should politicians. Citizens will tell government how we voted and who we voted for. That’s democracy.”

On July 20, 2005, the City Council of Arcata, CA became the first to formally adopt this groundbreaking statement. Dave's knack for being the media has landed his opinions in the Eureka Times-Standard, Humboldt Advocate and Arcata Eye, while radio and TV stations in Northern California and Portland, Oregon have also broadcast his message about Voter Confidence. CLINT CURTIS

--------------------------------------------------------------------------------
Clint Curtis (born 1958) is a programmer who worked for Yang Enterprises (YEI) in Oviedo, Florida until February 2001. Curtis is a "whistleblower" whose allegations revolve around his employer YEI and a highly connected Republican Congressman, Tom Feeney. After leaving YEI, Curtis worked for the Florida Department of Transportation, but was fired after he reported their illegal activities. At the behest of Rep. Tom Feeney, in September 2000, Clint was asked to write a program for a touchscreen voting machine that would make it possible to change the results of an election undetectably. This technology, explaned Curtis, could also be used in any electronic tabulation machine or scanner. Curtis (a lifelong Republican) assumed initially that this effort was aimed at detecting Democrat fraud, but later learned that it was intended to benefit the Republican Party. West Palm Beach was named as an intended target, but used punched card ballots in the 2000 elections; Curtis explained that the software could be used in any electronic tabulation machine or scanner. Curtis gave testimony under oath about this before the Minority House Judiciary Committee on 2004-12-13.

--------------------------------------------------------------------------------

RONNIE DUGGER

--------------------------------------------------------------------------------
Born in Chicago of a Texan and a Scotswoman, Ronnie Dugger was writing for newspapers from 13 on. He was raised and educated in Texas except for a time at Oxford University. After a couple of years in Washington he returned to Texas and in 1954 founded, with the support of a group of nationally- oriented liberals in the state, The Texas Observer, "an independent liberal weekly newspaper," which has been published for 44 years and is now a biweekly identified as "A Journal of Free Voices." During Dugger's editorship the Observer broke many scandals and initiated dialogues on neglected issues of social and economic policy, racial justice, and civil liberties. He was its owner and publisher until 1994, when he passed it into the non-profit Texas Democracy Foundation, whose directors include Geoff Rips, Jim Hightower, and Molly Ivins. The Observer is widely recognized for combining high journalistic standards with unflagging commitment to progressive values.

In 1967 the University of Texas Press published a book Dugger edited from special issues of the Observer on three literary elders in the state, Three Men in Texas. For his own first book Dugger wrote Dark Star: Hiroshima Reconsidered (1967), a biography of a Texas pilot who had helped bomb Hiroshima and had been seeking punishment for the mass death he helped cause there. As Lyndon Johnson moved into the White House Dugger undertook a critical book on his life and career, The Politician, which W. W. Norton published in 1982. In Dugger's book Our Invaded Universities, a case study of corporate penetration and domination of the University of Texas published by Norton in 1974, he advanced a general theory for the reformation of American universities. McGraw-Hill published his On Reagan, a densely factual policy biography of Ronald Reagan, in 1983.

Dugger has taught at various universities and has received a variety of fellowships and grants; he was a fellow at the Shorenstein Center on the Press, Politics, and Public Policy at the Kennedy School at Harvard in 1996 and will be a Research Associate at the Center for the Study of Values in Public Life at the Harvard Divinity School in 1998-1999. He has written hundreds of articles for various publications, for example, on presidential fundraising and on the nuclear weapons business for The New York Times Magazine and on discrimination against African-Americans on Death Row for Life. His 26,000-word article on the dangers of counting votes in computers appeared in The New Yorker on Nov. 7, 1988; he is completing a book on that subject for Pantheon and working on other books.

An article of Dugger's, a "Call to Citizens" published in the Nation issue of Aug. 14-21, 1995, has launched a nationwide populist movement, the Alliance for Democracy, "to free all people from corporate domination of politics, economics, the environment, culture and information; to establish true democracy; and to create a just society with a sustainable, equitable economy." The Alliance has launched more than 50 chapters across the country in such cities as Los Angeles, San Francisco, Chicago, Indianapolis, Kansas City, Denver, Dallas, Austin, San Antonio, Birmingham, Washington, D.C., Brooklyn, Manhattan, New Haven, and Boston. The founding national convention of the Alliance was held in 1996 in the Texas hill country, where 19th-Century American Populism first began. The second convention at Atchison, Kansas, recommended a set of twelve national action campaigns to the members, who ratified them by mail ballot.

BERNIE ELLIS

--------------------------------------------------------------------------------
Bernard H. Ellis, Jr., MA, MPH: Bernie Ellis is the organizer for the Tennessee grassroots organization, Gathering To Save Our Democracy. This ad-hoc, nonpartisan group has worked to educate Tennesseans about the evidence for voter intimidation and disenfranchisement—and other elements of election fraud—that occurred in the 2004 election (and before), and has informed and mobilized Tennesseans to support the reforms necessary to prevent such abuses of our franchise in the future. The Gathering group has held almost 40 public education programs, has communicated regularly and effectively with county and state election officials in Tennessee’s 95 counties, and has become an important resource on verifiable voting systems and election reform for legislators and other decision-makers in that state. In addition, the Gathering group organized and hosted the National Election Reform Conference in Nashville in April, 2005. That conference brought together election fraud researchers and voting rights activists from 30 states for three days to learn and to discuss how to achieve election reform and election justice in our country. Speeches from that conference are now available at www.velvetrevolution.us.

BRAD FRIEDMAN

--------------------------------------------------------------------------------

Brad Friedman is the writer and editor of BradBlog.com. His investigative reporting has been the cause of many headaches for the bad guys, including his series on the White House Website Scrubbing Scandal prior to the election and many of the reports of Election Irregularities discovered since then.

A frequent and much sought-after guest on countless radio programs and now the host of his own nationally syndicated radio program, The BRAD SHOW via RAW RADIO, his work has been picked up and written about in The New York Times and The Washington Post and many other mainstream media organizations. Evidence uncovered via investigative work on his blog has made its way into the United States Congressional Record and has also lead to requests by Congress for criminal investigations and special prosecutors by the Justice Department.

He is also the founder of VelvetRevolution.us, a coalition bringing together more than 100 organizations in the name of democracy, transparency and free and fair elections as well as media reform and the re-taking of our country by honest and non-corrupt citizens and politicians. Brad is perhaps best known, however, for the work that he's done in breaking the news story of the Clint Curtis / Tom Feeney / Yang Enterprises Vote-Rigging Scandal, which continues to rock the vote from Tallahassee to Capitol Hill as this fascinating tale continues to unfold on The BRAD BLOG every day.

His continuing series on the phony "voting rights" group calling themselves "American Center for Voting Rights" has revealed the high-level GOP operatives who run this dangerously partisan "non-partisan" group as the frauds they are. Brad most recently has returned from Crawford, Texas where he turned his weekly BRAD SHOW program into a daily show for nearly two straight weeks broadcasting "Operation Noble Cause" from on the ground at Camp Casey. Brad was on the air for more than 50 hours of LIVE historic broadcasts bringing the sights, sounds, people and events from Cindy Sheehan's stand outside George W. Bush's vacation home, to a world-wide audience via at least 6 different radio networks who simulcast these important broadcasts. Highlights from those programs can be heard online here.

3. Miami, FL: Scene of the Crime—Carter-Baker “Flawed Report.” THEY KNOW!
Edited on Tue Sep-27-05 02:16 AM by autorank
Miami Herald calls Carter-Baker Report “…a political compromise, and a poor one at that.” That’s a generous assessment. They should know. They make an interesting point about centralizing voter registries with state governments…Katherine Harris, “felon purge,” Florida 2000…Thanks Miami Herald for speaking truth to insincerity and intellectual lassitude.

Voting-reform panel issues flawed report
OUR OPINION: REMOVE OBSTACLES, KEEP LOCAL CONTROL

http://www.miami.com/mld/miamiherald/news/opinion/12745884.htm

9/26/2006

First, let us call the report by the Commission on Federal Election Reform exactly what it is -- a political compromise, and a poor one at that. Don't misunderstand. Compromises often produce outstanding results, especially when they push negotiators to their limits and give way to creative new solutions. This one didn't do that. It's a tit-for-tat deal where negotiators divvied up an 87-item list of their favorite reforms: this one for me, that one for you. Congress should react accordingly -- approve some recommendations, drop others.

The recommendations range from very bad to excellent. Most noteworthy are suggestions for mandatory voter ID cards at the polls (very bad), a paper trail of votes (good), state control of voter registration (bad) and regional primaries to determine presidential nominees (has potential).

Costly ID process

<snip>

But requiring a photo ID is wrong on several counts. Some states that already require them charge for the privilege. Georgia, for example, charges $20. The cost and inconvenience of getting a photo ID would be an unnecessary obstacle to voting for millions of Americans who live in rural areas, are low-income, disabled, confined to nursing homes, etc. Since enactment of the Voting Rights Act of 1965, the hallmark of voting in America has been to remove barriers and keep it simple.

The photo requirement is discriminatory because those who vote by absentee ballot wouldn't be required to show a photo. It goes against the spirit of the voting-rights law by erecting a barrier to voting. It would be easier simply to match a prospective voter's signature with one on file, or at worse, have the voter sign an affidavit verifying their identity.

Botched registry

Besides, there is little evidence that voter fraud is a significant problem. Nor was it a major concern during the 2000 and 2004 elections. Most voters, you will recall, were worried about being disenfranchised by lost votes, malfunctioning ballot machinery or political chicanery.

Speaking of chicanery, that's a good reason to be leery of the commission's recommendation to switch registration responsibility to the state. Remember how Florida badly botched its statewide registry, which tried to screen felons from voting? Florida eventually abandoned the list after reporting by this and other newspapers exposed flaws,
Including a glaring error that omitted Hispanic felons from the registry.

<snip>

The commission's recommendation for electronic-voting machines that can make paper copies for audits is worth adopting. Congress should review this list carefully and make sure it does what voters have said they want -- a process that counts every vote, disenfranchises no one and is easy to navigate.

4. Palm Beach, FL: Scene of the Crime—Slamming Carter-Baker Report

”The commission gave scant attention to same-day registration, early voting and other alternatives to Tuesdays as the national Election Day. Those are changes that could bring more people to the polls. Instead, it aimed to resolve a problem that doesn't exist. As a result, real problems will persist.” Wow, do they nail it and nail it hard. It’s not so much what they included (excepting the ID) as what they ignored. Wonder how this passed them by without notice.

Palm Beach Post Editorial: Get out vote, not ID

http://www.palmbeachpost.com/opinion/content/opinion/epaper/2005/09/25/a2e_election_edit_0925.html

Sunday, September 25, 2005

Reforming America's election system could mean finding ways to get the many voting-age-but-nonvoting citizens to the polls. It could focus on making sure that every vote cast is counted. Five years after Bush vs. Gore, that isn't a certainty.

Instead, the Commission on Federal Election Reform headed by former President Jimmy Carter and former Secretary of State James Baker has confused its mission by backing an over-the-top measure that would keep people from voting. The commission's proposal to require photo identification for all voters is overkill that would undermine the many reasonable suggestions in the report, "Building Confidence in U.S. Elections."

With the attention focused on voter IDs, Congress is even more likely to believe that the inadequate Help America Vote Act of 2002 is sufficient and less likely to embrace the commission's good ideas. The best one takes aim at Florida, one of the very few states that do not automatically restore felons' rights after their release from prison. The commission correctly points out that such laws have a disproportionate impact on minorities and discourage felons' reintegration into society.

The commission reluctantly embraces a paper trail for electronic voting, pointing out that only about a third of voters in printer-equipped Nevada precincts bothered to review paper ballots but concluding "it is still better than having no paper backup at all." Only the most jaded partisan could argue with the commission's push to depoliticize those who monitor elections. In 2000, Secretary of State Katherine Harris co-chaired the Bush-Cheney Florida campaign, and then oversaw certification of vote totals. Attorney General Bob Butterworth was state chairman for the Gore-Lieberman campaign. The commission also has a good idea for widening participation in the increasingly front-end-loaded presidential primary: Create four regional primaries.

The commission's fatal flaw is its unnecessary requirement for photo IDs. Justified to counter fraud, the measure fails because it doesn't tighten rules for absentee voting, which is far more susceptible to fraud. Justified to enhance confidence, the measure fails because it is biased against those most likely not to carry driver's licenses — minorities, the poor, the elderly and the infirm. Justified to bring a single national standard to a jumbled statewide approach, it fails because it is exclusive, not inclusive.

The commission gave scant attention to same-day registration, early voting and other alternatives to Tuesdays as the national Election Day. Those are changes that could bring more people to the polls. Instead, it aimed to resolve a problem that doesn't exist. As a result, real problems will persist.

5. CA: San Jose Mercury Slams Voter ID Requirement
Edited on Tue Sep-27-05 02:06 AM by autorank
”While the intent is to prevent fraud -- multiple voting or voting in someone else's name -- this proposal should be ignored, because there's no evidence that fraud is a widespread problem. And the photo ID requirement would likely discourage voter participation.

Mercury News Editorial

http://www.mercurynews.com/mld/mercurynews/news/opinion/12744050.htm

This week, a university-funded, bipartisan commission led by former President Jimmy Carter and former Secretary of State James Baker issued a report urging federal election reform.

If adopted by Congress and individual states, some of the 87 recommendations could indeed help restore faith in the franchise that chads in Florida in 2000 and long poll lines in Ohio in 2004 damaged. Others, while they don't go far enough, at least draw attention to problem areas, like provisional voting.

But one misguided proposal is threatening to undermine a consensus and distract attention from useful ideas. It would require all voters by 2010 to show a standard government photo ID card at the polls -- specifically, the new driver's license that states will issue to comply with the federal Real ID Act. Voters who can't supply it would have 48 hours to return with alternative proof.

While the intent is to prevent fraud -- multiple voting or voting in someone else's name -- this proposal should be ignored, because there's no evidence that fraud is a widespread problem. And the photo ID requirement would likely discourage voter participation.
<snip>
A solution in search of a problem, the photo ID proposal will discriminate against those who don't drive -- disproportionately the poor, the elderly, the disabled and minorities. The commission urges states to issue free, alternative photo ID cards to non-drivers, but the states would determine how easy they'd be to get.

In some states, election officials would play partisan politics with outreach efforts. That happened in California, under previous Secretary of State Kevin Shelley. The worst case is Georgia, which plans to charge $20 for a photo ID card -- the modern version of the poll tax.

Carter and Baker are right that much still needs to be done, in a politically polarized nation, to build confidence in the voting process. But worries about fraud need to be balanced by a concern for voter access. The commission's work will have failed, if minorities and the poor -- those who already perceive the system is loaded against them -- end up feeling even more alienated.

6. IL: The Smaller Media Smell a Rat in Carter-Baker

” It doesn't take a rocket scientist to see the dangers inherent in an electronic or touch-screen voting system which leaves the public without any means of conducting a recount or verifying votes in the event of a discrepancy, not to mention the very real possibility of rigged outcomes.”

Election reform not a simple matter

http://www.goedwardsville.com/site/printerFriendly.cfm?brd=2291&dept_id=473645&newsid=15279282

09/26/2005

A recent report by the Commission on Federal Election Reform has fanned the flames of a long-standing debate over the election system.

The central question: how can we prevent voter fraud while at the same time not discourage citizens to vote?

Widespread concerns about the trustworthiness of electronic voting machines also figure in the debate.

Florida's now-legendary problem with "hanging chads" in the 2000 race between George Bush and Al Gore deepened the political divide, as did the increasing use of electronic voting machines in the 2004 race between Bush and Kerry.

<snip>

We think a lot of what the Commission is recommending makes a lot of sense.

It doesn't take a rocket scientist to see the dangers inherent in an electronic or touch-screen voting system which leaves the public without any means of conducting a recount or verifying votes in the event of a discrepancy, not to mention the very real possibility of rigged outcomes.

But photo IDs are another story.

While 24 states already require them, anything that will make it more difficult or costly for people to vote should be rejected. Senator Barack Obama is among those arguing that photo IDs would impose an unacceptable burden on many voters, without any proof of widespread fraud.

It's a valid concern.

Read this and then see who USA Today chose to feature as an editorial writer on the Carter-Baker Report. The report has made election rights advocates of even the right leaning moderate USA Today. Task force on wrong track

http://www.usatoday.com/news/opinion/editorials/2005-09-26-oppose_x.htm

By Caroline Fredrickson

As Supreme Court Justice Stanley Matthews wrote in a landmark case in 1886, the right to vote is fundamental because it is "preservative of all rights." Requiring a photo ID to vote, as the Carter-Baker commission recommends, would have a chilling effect on voter participation. It would block some Americans from the political process. (Related: Our view)

The Carter-Baker recommendations are so restrictive that even a valid U.S. passport or photo ID issued by the U.S. military isn't good enough. Voters must have a driver's license that meets the requirements of the controversial Real ID Act, which set strict standards for obtaining state-issued licenses.

Such a requirement would disproportionately impact poor people, the disabled, the elderly and people of color, who are all statistically less likely to have driver's licenses. The commission recommended an alternative photo ID be available for non-drivers, but no infrastructure is in place to make those available, particularly for the elderly. In addition, there was no cost assessment in the report.

According to a 2001 election-reform report, 6% to 10% of voting-age Americans don't have driver's licenses, and requiring them would be a "burden that would fall disproportionately on people who are poorer and urban." This burden will increase as states are forced to cover the costs of the Real ID Act, estimated at up to $13 billion, in part by increasing the price of a new license.

<snip>

This proposal is nothing new. The Carter-Ford commission rejected a less restrictive photo ID proposal in 2001. If this commission had used a more democratic process, such as giving the public the opportunity to comment, members may have come to a similar conclusion this year as well.

If we are truly committed to improving the U.S. electoral system, there are much bigger — and more common — voting problems to address, such as inaccurate voter registration rolls, malfunctioning voting machines and untrained poll workers. Lawmakers should address isolated incidences of voter fraud, but not at the expense of more widespread disparities in voter access.
