You Can Judge an Elections Official by the Tabs He Keeps (ON HIMSELF)
Anybody willing to cheat in elections will soon be the incumbent or will have friends who are incumbents. So the INSIDER RISK of election fraud is the BIGGEST risk, or close to it.

Election robbing is quite unlike bank robbing, because the election thief gets to preside over the next election and decide what level of security there should be against future robberies, but the bank robber never gets to be president of the bank or set the bank security levels against future robberies.

You can judge an election thief by the checks and balances he keeps. On himself.
