This is close to my wild guess as to the overall situation. I estimated a 5% to 10% "thumb on the scales" for Bushites, warmongers and corporatists. (I don't think it's strictly partisan, although it's mostly Repubs who are getting the advantage). My wild guess was based partly on opinion polls showing an overwhelming American progressive majority in the nation--not only big opposition to Bush's war (starting way back before the war, in Feb. '03, when 56% of Americans opposed the invasion--to today, with 70% opposed to the war), but big numbers against Bush--60%, 70%--on ALL issues. Torture. Social Security. The deficit. Women's rights. You name it.
So...how did Bush/Cheney stay in office? And how did we end up with a Bush "pod people" Congress (--the Diebold I Congress, '04-'06)? And how come Democrats didn't win EVEN BIGGER in '06? (See www.TruthIsAll.net, for statistical analysis that shows Dems should have won 40-50 seats, not just 30.)
What the people--and Howard Dean's 50-state/grass roots strategy--did in '06 was MAGNIFICENT! We OUTVOTED the machines! Also, I sense an election fraud system that is starting to break down, that functioned erratically in '06. I don't know if the Dark Lords decided to temper their vote stealing somewhat (to kill the election reform movement) or citizen monitoring was putting constraints on them. Perhaps both, and these, combined with the voters being quite determined to send a message about the war and corruption--and outvoting the machines--resulted in the Dems winning a majority in both houses (not planned).
But the stats in this OP by Eridani confirm that we are operating under a significant handicap--in the 10% range--comprised of numerous 'disappeared' or phantom (manufactured) votes (undervotes, overvotes, switched votes) programmed by the Bushite electronic voting machines, with their TRADE SECRET, PROPRIETARY programming code. I would say that this handicap is nationwide, in almost all states--wherever ES&S and Diebold (and possibly Sequoia) count the votes (80% of the nation in 2004). For instance, I stumbled upon a very strange 10% undervote for Kerry in the 2004 election statewide in California.* Where good Democrats win, we should presume they won by 10% more than is apparent (--important to strategy and especially to policy). Where they lose, we should look for how/where the extra votes for the Repubs (or bad Dems in the primaries) came from, or whose votes were 'disappeared.' (If my guess about Calif is correct, it is possible to pinpoint the worst election officials, who are permitting the vote stealing--and also where, exactly, it is occurring.*)
No wonder ES&S won't let Christine Jennings see their source code! And no wonder they destroyed CA Sec of State Kevin Shelley for his demand to see Diebold's source code (prior to the 2004 election). And no wonder Tom Delay and Bob Ney--the biggest crooks in the Anthrax Congress (abetted by corporatist 'Democrats' Christopher Dodd and Terry McAuliffe)--fast-tracked an election system run on TRADE SECRET code!

*(In 2004, Kerry won California by a 10% margin. Sen. Boxer won California, in her Senate race, by a 20% margin. This might be attributable to her incumbency--or to the fact that she is a woman, or some other factor--except that ALL of the difference between them comes from REPUBLICAN counties. The discrepancy did not occur in Democratic counties, where Kerry and Boxer ran about evenly. This makes no political sense whatever. The Republican counties are a mixed bag of voting methods--including the old punchcards, optiscans, and the touchscreens that Kevin Shelley had not decertified. So, what is the common denominator? 1--that the election system is run by Republicans. And 2--that all votes are TABULATED electronically, by central tabulators. Likely, the vote stealing from Kerry occurred in the central tabulators, with those doing the fraudulent programming feeling confident that entrenched Bushite Republican election officials would look the other way (ignore anomalous numbers). Republican counties would be the SAFEST place to steal votes from Kerry! Kerry still won the state--because of the large Democratic vote for him in Democratic counties--but that 10% of stolen votes in Republican counties helped to pad Bush's national popular majority. And it points to HOW Bush's popular majority was manufactured--by stealing small %'s of votes, here and there, all over the country.)
(Another suspicious election in California was the 2003 "recall" election that Schwarzenegger supposedly won. Kevin Shelley had barely had time to sharpen his pencils and put his name on the door, when that weird election was foisted on the electorate. It was the first big Diebold/ES&S election, and it had 125 candidates on the ballot--making it extremely easy for the GEMS tabulators to re-distribute votes away from the main Dem contender, Cruz Bustamante. We didn't have an election reform movement at that time--and Shelley was just beginning to investigate Diebold--so no one was really looking carefully at the numbers, but I do remember an obscure gay candidate reporting that he got TOO MANY votes in some obscure rural Republican county where he was a complete unknown--a red flag!)
(One other interesting sidelight: The Repub Sec of State Bill Jones (just prior to Shelley) and his chief aide, Alfie Charles, were the team that brought these election theft machines to California on a large scale. They set it all up. But, before it was fast-tracked, Shelley beat Jones for Sec of State ('02) (--in the last transparent election in California). When Jones lost to Shelley, Jones and Charles went to work for Sequoia--one of the chief beneficiaries of their electronic voting boondoggle--in an egregious example of "revolving door employment." (Shelly banned "revolving door employment" in his office.) Also, before or after Jones went to work for Sequoia--I'm not sure which--he ran for US Senator in '04, against Barbara Boxer! He is the one Boxer beat by a 20% margin! So, why didn't the machines (s)elect Jones? The answer is possibly two-fold: a) that Boxer was so popular, a theft of her election would be too blatant; and b) that Schwarzenegger is the darling boy of the Bush Cartel, and, if Jones had "beaten" Boxer, or had even just done well against her, Jones would be a rival to Schwarzenegger within the Republican Party. In other words, this new power that these far rightwing electronic voting corporations now have over voting results is being used not just to (s)elect Republicans, but also to shape the politics of parties and of the country.) (And I think that is exactly what they did--or tried to do--re the new Dem Congress in '06, with erratic results, due to high voter outrage and voters outvoting the machines.)
(Note: Apart from this sidebar about California, I think that, overall, that the Diebold/ES&S coup was/is all about the war--to keep the war going, to keep Bush/Cheney in office to keep the war booty coming, and to defy the clear anti-Iraq war views of the American people. It also favors corporatists and the interests of the super-rich (for instance, Schwarzenegger killed the Calif lawsuit/FEC action against Enron--Davis/Bustamante were trying to get our $9 billion back). And, of course these interests merge--but it is manufacturing of a war that was the most difficult project, and, for that, they had to gain control of the vote counting.)
