7. At risk of getting my head whacked off for mentioning PA on here, we already do this in PA.

Pennsylvanians have been posting results at the precinct for decades, so yes people in PA absolutely CAN get precinct level data on election night and before the data has been "transported" anywhere. (If you're armed with a flashlight and like to drive around late at night.)
