NY Voter Moved And Was Purged... Told to use "affidavit ballot"

Description of problem or inquiry

She was told her status is inactive because she didn't vote in the last federal election (she voted in 2004 but not 2006) and because of her change of address. When the notice election officials sent to her former address was returned as undeliverable they sent notice of inactive status to the same former address. Now they are telling her to vote using affidavit ballot but won't explain the challenge process and whether she is in fact elgible or how to find out.

3. The notice of inactivity is supposed to "forwardable"
According to Section 8 of the National Voter Registration Act, the notices that election officials send to voters to say they are inactive must be forwardable for this exact reason. The first notice to determine if they have moved may be non-forwarded but the inactive notice must be forwardable. Somebody get a lawyer.
