9. Clunky, but observable and democratic. Kellner, SBOE, lied when he likened levers to PBOS audits,

likening recanvassing levers later to the same kind of procedure and transparency and knowing results election night. With levers, we are about 100% certain, but with PBOS, only about 3% certain-the spot check ballot counts. States ran away from levers into the clutches of vendors selling electronics, and now budgets so bursting, they've turned to mail-in and a complete melt-down of what accountability means to Democracy.

HAVA Section 301 says:

(a) Requirements
Each voting system used in an election for Federal office shall meet the following requirements:
(1) In general
(A) Except as provided in subparagraph (B), the voting system (including any
lever voting system,
optical scanning voting system, or direct recording electronic system) shall—

(ii) provide the voter with the opportunity (in a private and independent manner) to change the ballot or correct any error before the ballot is cast and counted
