2. I thought Nancy Tobi would have been more on top of the facts.

In fact I'm sure she is. So I'm a bit surprised at her anemic response to Stephanie Roper (@6:00 min in) who claimed that HAVA requires computerized vote counting.

She seems like a real vendor shill.

What does "that little hanging chad situation" have to do with HCPB?

She is using rhetoric similar to what we have heard in NY about a non-existent federal requirement to do away with lever voting machines. That's bullshit here and it's bullshit in NH with respect to HCPB. But notice how she used the word if a lot -- not that HAVA does require computers. That would have been disingenuous and someone could have called her on it. She's a slick one. Not unlike our friends in NY trying to shove computers down our throats.

HAVA protects HCPB even MORE explicitly than it does lever voting machines.

Tobi's comments were a bit general but she made the states' rights case, and in essence, she was correct. I'm glad she was a bit "anemic" compared to some of her usual rants about "traitors", etc. Since Roper didn't actually claim HCPB was banned, Tobi's response had to be a measured one.

5. Lyndeborough

I know her--Roper is a lifelong resident of Lyndeborough. Her father was fire chief for years, her husband was a selectman who reformed town government to make it more transparent, and she's on the board of checklist supervisors among other boards. She's always been very community oriented and is actually against computer voting--she has always come out in favor of hand counting before this. But from what I understand, she didn't like some of Tobi's behind-the-scenes antics and doesn't trust her motives. Technically she's right that the Lyndeborough vote doesn't mean anything--state law supersedes local law in New Hampshire. But the vote was symbolic, which is why it passed pretty resoundingly.

7. If there is no state law in NH that bans hand counting of paper ballots, I don't see Roper's point.

HAVA does not ban hand counting of paper ballots either nor does HAVA require computerized vote counting.

It could be that Ms. Roper was just uninformed or disinformed. There's a lot of that going around.

As far as motives, trust no one when it comes to elections. See for yourself if what they're saying is true or who it might benefit if it's not true.
