2. no worry. could be anything
maybe someone thinks that the title implies endorsement, which it does not.

It makes sense to provide voting materials in foreign languages because even for bilingual citizens, it helps to have important legal documents like voter reg forms and ballots in the native language.

We are a melting pot, after all, and voting is so important.
