The Senate bill was unanimously passed. The Assembly vote just shy of that.
Cuomo Signs Bill to Let Villages Continue to Use Old Lever Voting Machines
Mar. 1, 2011

ALBANY -- Villages that run their own elections can continue to use mechanical-lever voting machines until the end of next year, under legislation signed Monday by Gov. Andrew Cuomo.

Most village elections take place March 15. Some villages haven't had enough time to budget for the new equipment, lease or purchase it, or test the optical scanners, Cuomo's office said. Not all villages, particularly small ones, have money readily available to make the switch.
In some villages, counties aren't letting them use the counties' machines, or they want to charge villages a fee for using the equipment.

The new law makes sense for village voters and taxpayers, said Peter Baynes, director of the New York State Conference of Mayors. New York has 554 villages.
