1. Plan B 2.0 by Lester Brown, online at
http://www.earth-policy.org/Books/PB2/Contents.htm

2. Winning The Oil End Game by Amory Lovins downloadable at

3. Perfectly Legal: The Covert Campaign to Rig Our Tax System to Benefit the Super Rich -- and Cheat Everybody Else, by the NYT's David Cay Johnston

please read the Buzzflash interview at

...these three books are easily the most incendiary tomes that can oust the Republican agenda from the levers of power !

2. Thank you, Kind Sir!
Perfectly legal had caught my eye, but this seems to be a time of extordinary productivity among nonfiction authors! Or I am merely slowing down...

4. The qualifications & how-to's for writing nonfiction
would be best explored in Wrtiers Market or in Michael Larsen's How To Write A Book Proposal which is geared towards the serious nonfiction writer. You may also want to examine the style of writing depending on the audience via MLA Style Manual: Guide to Scholarly Publishing. Those should DEFINITELY be in the library or ask the librarian. Happy Writing.
