the drive-thru window had the cell phone sign up because, whether this has occurred to you yet or not:
1. The person serving you at the drive-thru window deserves the courtesy of your attention while you are interacting with him/her and he/she is serving you. That person is a human being you are dealing with face to face, and thus your interaction with him or her should take priority over a phone conversation with someone not present.
2. People who try to carry on a cell phone conversation at the same time as they are carrying on a transaction with a real live person at a drive-thru window, counter, etc., tend to do so slowly and distractedly. They are also harder to serve because their requests tend to come in bits and pieces and be confused with their phone conversation. ("Sure, I'll tell her. Yeah--No! I meant NO, I don't want any fries. No, not you--I'm at the drive-thru. What??")
3. People who try to carry on a cell phone conversation at the same time as they are carrying on a transaction with a real live person at a drive-thru window, counter, etc., tend to slow things down for everyone waiting behind them in the line, partly because of their distraction and partly because of the confusion that so often takes place in their conversations with the person trying to serve them. ("What--NO, I SAID I WANTED ketchup! When you asked me if I wanted it and I said 'No,' I was saying no to the PHONE!...Hold it a sec, hon, I have to deal with this idiot at the window.") Sometimes it just means they're so engrossed in the phone conversation that they don't keep walking ahead or driving up in the line as they should. This means that they're being discourteous and rude to everyone behind them by not paying attention to what's going on.
The next time you see a sign asking you not to use a cell phone when engaged in a drive-thru or counter transaction, consider it not as a sign that some eevul corporate monster is trying to tell you what to do, but that it's an attempt to at least force you to be courteous to the person who's serving you and the people behind you in line (if any). Put away the phone. Focus on the transaction. That way, if you get bad service, you definitely won't have been a party to the problem.
