I have pictures of the cookies in jpeg and content for all of the pages.

The Shop page will display a picture of each cookie with the Buy Now button that will launch the eMerchant shopping app.

Not sure whether it should be created in Flash or Dreamweaver. I need the cost to be inexpensive but the site to be professional and creative.

3. Something that small could be done easily

yourself. Most sites have tools to do that. I could set up the pages, but the shopping cart is usually supplied by the host for a price. Check out a few hosting providers to compare features and prices first. GoDaddy is actually very good and reasonably priced. Contact me through my site if you have any more questions.

4. She doesn't have the expertise to set up a site

She knows what she wants pretty much but is not that technically savvy.

I'm not a webdesigner (as is evidenced by my site lol) so I can't really help her too much. If it was just a personal site, I'd help but since it's for her business...

5. The main thing to do first

Is check out hosts: prices, terms, domain name prices etc. I'm assuming she'll want her own domain name. That's the biggest part of the price.

6. She has a domain already and a shell of a site

The problem is this: the person who was designing it told her that he/she could design it in Flash but has never used Flash before.

The site looks like, well, like I did it. That's not a good thing! I use FrontPage for goodness sake!

She just needs someone to help her get her pages designed and uploaded.

I think that I've found someone. Hoping that it works out.

they have two levels of templates (we took the higher level (ecommerce plus) because they had more bells and whistles.) Paypal compatible. Great "back end" features to keep track of products.

Someone can set it up for her -- or with a little bit of help, she or you might be able to do it...
