Quickly, however, it has become clear that the two sides are talking about two different tables. Gallo wants to go back to the planning table. The union wants to return to the negotiating table.

Monday, state Education Commissioner Deborah A. Gist moved to shed light on the situation. “The commissioner is in the process of writing a clarifying letter to Superintendent Gallo, recognizing that there are, in fact, two tables,” said Elliot Krieger, spokesman for the state Department of Education. “The union is invited back to the planning table. But the commissioner is very clear that … if some conditions come up that affect the salary and working conditions of teachers, then they would head back to the negotiating table.”

Off the table altogether is a promise of “100-percent job security” that Gallo says she made to the union during a series of negotiations in January and early February. “The commissioner has said that both models — turnaround and transformation — both require rigorous evaluation of staff,” Krieger said. “Any plan that guarantees that the entire staff would be reinstated or retain their position would violate these principles, and she has said she would reject any guarantee.”

It is within the realm of possibility that all of the teaching staff at a particular school could receive positive evaluations and, therefore, would be retained, but until the evaluations have occurred, no such judgment can be made, Krieger said.
