Why should some post-secondary students be expelled based purely on low marks?

I'm interested in your reasoning. For example, if you rely upon the assumption that there are limited resources available to provide post-secondary education, then you could conclude either that there are unlimited resources available for K to 12 education or that some students from kindergarten to grade 12 should be expelled based purely on their low marks.

1. It is part of the new ultra competitive model we are following
Those who cannot keep up will not be allowed to survive, or will have incredibly difficult lives. It is happening in the job arena as well.

seems that there have been grade requirements in college for as long as I can remember . . . and employees have to show some level of success to keep their jobs.

Not new that I am aware of.

No, you are right, Colleges have always expelled students for poor performance.

I *do* think that if we continue in the vein that we are travelling we *will* eventually stop educating poor performers in pre-secondary institutions, or segment them into schools with poorer facilities or resources.

2. Because they're taking up a seat that a competent student could be filling.
Barring significant problems or a high-pressure graduate program it's pretty hard to flunk out of college these days in a way that isn't mostly or entirely self-inflicted. I have very, very little sympathy for "D for Diploma" students or similar types at the college level, where they've generally run out of excuses to know better. By that point

If they go to college to fuck around, then they're going to college for the wrong reason. If they go to college, don't fuck around, but join the square-root club consistently, then they're obviously lacking some fundamentals, in which case they should deal with those and then maybe reattempt college.

4. You are talking about college students?
It isn't public education at that point. It has thing to do with limited resources at that point, except maybe the student's. Either the student or the parent in most cases is paying for the education at that point.For the most part, a college student is going to college because they want to be there. If they are flunking out, it could have more to do with ability. Not everybody is cut out to go to college.
